The Bob Rumball Canadian Centre of Excellence for the Deaf (formerly the Bob Rumball Centre for the Deaf) was the first facility of its kind, and for over 30 years has provided the Deaf Community a space without communication barriers. Within this space an educational, independent living, and a social environment for the Deaf has blossomed. From its starting point as a community recreation facility, the Bob Rumball Centre has expanded into offering a range of specialized services to those within the Deaf Community that require support. These include seniors', those with developmental, physical, health, or mental health issues, infants and young children, and newcomers to Canada. About the Role
We are seeking a highly motivated and experienced Program Manager to oversee our Day Programs. The Program Manager plays a key leadership role in ensuring high-quality, person-centered services for individuals with developmental disabilities. This position is responsible for managing program staff, supporting client care plans, and ensuring that program goals align with organizational standards and Ministry requirements.
Key Responsibilities:
Program Leadership
Oversee day-to-day operations of the Day Programs
Ensure programs meet quality standards and are aligned with client goals.
Foster an inclusive, engaging, and safe environment for participants and staff.
Build positive relationships with clients, families, and community stakeholders.
Team Management
Supervise and support staff teams across program sites.
Lead team meetings, mentoring, and professional development.
Resolve staffing issues promptly and fairly, ensuring compliance with policies.
Review and approve staff timecards; ensure adequate staff coverage.
Client Engagement
Approve monthly schedules and individual program plans.
Support clients in meaningful day programming, including volunteer opportunities.
Promote safety, participation, and inclusion for all individuals.
Respond to emergency situations using established protocols.
Administration & Planning
Track client attendance, engagement, and program performance metrics.
Conduct regular file audits and ensure Plan of Care (POC) documentation is accurate.
Prepare reports for leadership and board review.
Liaise with funders, families, and external stakeholders.
Coordinate training and facilitate case conferences and team discussions.
Health & Safety
Ensure a safe work environment in accordance with OHSA and organizational standards.
Participate in inspections, risk assessments, and accident investigations.
Support joint health and safety initiatives and emergency preparedness.
Serve in the on-call manager rotation for Developmental Services.
Qualifications
DSW Diploma or diploma/degree in a related field.
Experience working with individuals that have developmental disabilities, dual diagnosis, medical issues and physical disabilities.
Asset to have residential experience supporting the Deaf community.
Asset supporting Developmental Services, day programs, person centered approach
Advanced sign language skills, an understanding of deafness and experience in the deaf community.
Excellent communication and interpersonal skills.
Committed to continuing education. Experience with adult education, leading trainings, delivering presentations, chairing meetings.
Ability to have an innovative and business savvy approach to new program, fee for service developments.
Valid Class G driver's license, clean driving record and access to a vehicle in good working condition. Ability to travel between Toronto and Milton day program locations as needed.
3 + years of direct report supervision and management experience.
Interest and ability to become a certified Instructor for Safe Management Group training, coordinate trainings, presentation and schedule with other internal instructors. Current certification as an SMG participant is an asset.
Familiarity with policies related to Quality Assurance Measures, MCCSS; Journey to Belonging, Developmental Services Ontario, Ontario Health and Safety Act.
