Job Description

The Pacific Salmon Commission (PSC), an international organization responsible for transboundary salmon fisheries management in Canada and the United States, is seeking an applicant for a full-time, indeterminate/permanent position as our Data Systems Manager. The position will be part of the Fisheries Management Division within the PSC Secretariat office located in Vancouver, British Columbia.

Under the guidance of the Directors of Fisheries Management Programs and Science, the incumbent will lead data systems support for the Pacific Salmon Commission (PSC) Secretariat and provide technical expertise to various Canadian/U.S. PSC bodies. This role requires strong communication, analytical, and organizational skills, and plays a critical part in ensuring the integrity, accessibility, and performance of PSC's data infrastructure.

Major duties and responsibilities:



Reporting to the Directors of Fisheries Management Programs and Science, the incumbent will:

Develop and maintain a strategic plan for PSC database infrastructure; Provide supervision and direction for database staff and activities, and manage the associated budget; Lead database migration, consolidation, or integration projects, ensuring minimal operational disruption and alignment with PSC's strategic objectives; Provide database support to PSC Technical Committees by developing, maintaining, and optimizing systems to ensure high performance, data accuracy, and timely issue resolution; Implement and monitor data quality standards, including QA/QC procedures and normalization practices, to ensure consistent and reliable database operations; Design and enforce database security protocols, including user access levels, and backup/recovery procedures to safeguard PSC data; Create and maintain comprehensive database documentation for both technical and non-technical users, ensuring accessibility and clarity; Provide technical database support and general meeting assistance to various PSC bodies, including but not limited to the Chinook Technical Committee, the Fraser River Technical Committee and Panel and the Committee on Data Sharing; Collaborate with PSC staff and Technical Committee members to ensure database solutions meet analytical, reporting, and interagency data-sharing requirements; Track developments in database technologies, cloud platforms, and data governance practices to recommend improvements and ensure future-readiness; Incorporate FAIR and CARE data principles into database design and management; Perform other duties as required.

Minimum requirements:



Demonstrated experience and/or a degree in computer science, information systems, data management, engineering, biology, or related field. Demonstrated experience with at least one of Microsoft Access, Microsoft SQL Server, or Microsoft Azure cloud services. Experience across multiple platforms is considered an asset. Demonstrated ability to work as an effective and cooperative team member, and to work efficiently while under time constraints on multiple projects. Excellent communication skills. Project management experience. Willingness to advance current skills. Valid passport and ability to travel regularly between the U.S. and Canada (~ 20 days/year).

Advantages



Experience in collaboration tools and document sharing systems such as Microsoft SharePoint and Git. Strong programming skills, with experience in VBA (Access/Excel) and R, and the ability to adapt to existing codebases and workflows. Experience with version control strategies and software. Experience operationalizing FAIR and CARE principles to support ethical, accessible, and interoperable data systems. Knowledge of ecology and fisheries science relating to anadromous species.

Salary and benefits:



Salary range: $101,343-125,914, which is equivalent to the Canadian Public Service classification for an IT-3. Full benefits package including defined benefit pension plan, extended health and dental care, and disability insurance. Members of the Canadian Federal Public Service may transfer all pensionable service to the PSC pension plan, and vice-versa. Teleworking is permitted for a maximum of three days per week and two days a week the position will report to the PSC Secretariat office, excluding any weeks that require travel to attend in-person meetings. This job is open to Canadian and non-Canadian citizens.
