Reporting to the Program Supervisor, Early Years and Child Care, the Data and Funding Analyst is responsible to provide leadership and support to Dufferin's licensed child care sector, through conducting the implementation, eligibility assessment, administration, and reconciliation of government funding systems and programs. The role also acts as the main point of contact in providing expertise within the Early Years and Child Care (EYCC) division to plan, design, collect, conduct and report research and data analysis for use by internal and external stakeholders to inform the planning, implementation, and outcomes of children's programs and services in Dufferin at the corporate, community, regional and provincial level. This role is guided by the Ministry of Education and local service system requirements, and maintains strong working relationships with corporate, municipal, provincial, and local early years sector organizations and partners to support the well-being of licensed child care providers, children, and families in the community. This role follows a Monday to Friday schedule, totaling 35 hours per week.

What you'll do



Provide leadership, guidance and ongoing support to Dufferin licensed child care providers through the implementation, navigation, and administration of new and existing funding programs and systems, such as the Canada Wide Early Learning and Child Care (CWELCC) system, in accordance with Ministry of Education guidelines, frameworks, and requirements, as well as corporate requirements and child care contracts.

Assess eligibility of each child care provider for Ministry of Education funding programs through collection and analysis of their information and operating data, in accordance with Ministry of Education guidelines and requirements.

Develop and implement forms and processes for child care funding applications, and calculate, monitor and manage annual/monthly funding allocations in accordance with internal accounting practices and Ministry of Education requirements.

Prepare cheque requisitions to issue funding to child care providers

Develop and implement processes to conduct and oversee child care provider funding reconciliations in accordance with internal accounting practices and Ministry of Education guidelines and requirements, to ensure funding is used as per guidelines and to determine any overpayments or underpayments as applicable to report to Corporate Finance

Research and select appropriate tools, processes, methodologies, and reporting practices related to data collection, analysis and reporting to support evidence-based planning and mobilization of knowledge related to Early Years and Child Care programs and the licensed child care sector.

Prepare required comprehensive and complex data reports within the Ministry of Education's "Education Financial Information System" (EFIS) on an interim and annual basis for Early Years and Child Care programs, in collaboration with Corporate Finance.

Build and maintain relationships with the Ministry of Education, community partners, and other stakeholders.

Maintain a well-rounded understanding of Ministry of Education frameworks and guidelines and continuously navigate changes to Ministry guidelines, directives, policies and procedures.

What you'll bring



Two (2) year diploma or four (4) degree in Social Sciences, or a related field.

Minimum three (3) years' experience in the research/data analysis field.

High level of proficiency in Excel, Microsoft 365 with an emphasis on Excel, and statistical software.

Strong ability to calculate and interpret statistics and data.

Math skills and strong ability to apply analytical thinking to develop processes and calculate formulas for funding administration and data reporting.

Ability to lead and develop projects, manage multiple projects concurrently, and determine objectives and program goals.

Effective verbal and presentation skills with the ability to collaborate effectively with team members.

Ability to write policies and processes and policies, and produce high quality written materials for internal and external communication and reports.

Relationship management skills to work effectively with all levels of contacts, both internal and external.

Knowledge of, and experience in, operational and administrative practices in child care operations, including financial accounting practices, budgeting, and contract management.

Analytical, organizational, problem solving, and continuous improvement skills to interpret and apply legislation, policies, and procedures.

Ability to provide a solution focused approach when working with challenges.

Valid Class G driver's license and access to reliable transportation required.

Must provide clear criminal reference check including vulnerable sector screening.
