Job Description

Working closely with the CRF Manager, the Assistant Community Residential Facility (CRF) Manager plays a crucial role in supporting the overall operation and management of the CRF department. The Assistant CRF Manager's dedication and leadership are vital for maintaining high standards of care and program success.

KEY RESPONSIBILITIES:



BASIC FUNCTIONS/RESPONSIBILITIES:





1. Oversees the "liaison services" portion of the statement of work on CSC contracts:


Liaises with local police forces to facilitate communication, to increase awareness and understanding of the CRF's purpose and to build support.

Represents the CRF with other agencies and stakeholders: maintain contact with community agencies and partners who provide reintegration services to assist offenders (cams program/cams reintegration dinners with inmates at WHI).

Continues to take reasonable steps to ensure a positive relationship with the community.

Attends functions and events to ensure awareness of their services/programs, and to establish necessary linkages (career fairs, info fairs, staff recruiting drives).


2. Oversees the resident action plan (rap) and support services i.e., ensures contractual compliance.


Oversees case assignment: assign caseloads and review caseload capacity for each counselor.

Provides CRF counselling staff supervision as they participate in the development of, and updates to, an offender's release plan (community strategy) and correctional plan - updated, including but not limited to

identifying objectives, expectations, services, and other measures that will be utilized by the CRF to engage the offender in the aforementioned plans.

4. Assists the CRF manager conduct yearly audits of the sow with CSC
Ensures that a self-evaluation is conducted yearly. The criteria for evaluation must be directly related to the statement of work and administrative requirements. This evaluation must be accompanied by a summary of previous year's training activities.


5. Act as CRF manager when absent i.e.,


Performs the duties of CRF manager when the manager is away on vacation or attending institutions, AGMs with BCYHHA.

Staff and residents supervision; withdrawal of services; attend CCIB screenings.


6. Oversees and provides direction for the urinalysis program:


Ensures the CRF is provided with all necessary documentation including regulations, directives and guidelines for compliance to be maintained.

Be primary contact person for: procedural instruction in the surveillance, procurement and shipment of samples.

Oversees referral of offenders for urinalysis testing.

Ensures procedure for shipment of samples is followed in accordance with policy.

Provides urinalysis collection services for offenders who are referred by the Correctional Service of Canada.

Monitors chain of custody forms so the sample is preserved.

Reviews and maintain accurate records.

Ensures confidentiality of all information.

Ensures that collected samples forwarded for testing are securely sealed and clearly and accurately identified.

Ensures samples via courier collect to the specified laboratory, in the manner specified by the Correctional Service of Canada.

Reviews billing & monthly statistics.


7. Oversees and provides direction for intensive management reporting centre:


Reviews billing & generate referrals.

Works with CSC to establish a flexible schedule that would allow for variable rates of offender participation (i.e., from every day to once per week as outlined in the correctional strategy.

Oversees the maintenance of an offender sign-in/sign-out sheet for proof of attendance and monthly billing purposes.

Completes post-visit phone message to the parole officer indicating that the participant showed up and the meeting went as planned, and/or if anything unusual or suspicious was observed.

Case conferencing with parole officers as required.


8. Oversee, provide direction to enhanced residential interventions funding:


Completes annual proposal for ERI funding.

Completes & submits monthly ERI reports to csc for billing purposes.

Implements proposal ideas to ensure ERI funds are being spent in accordance with funding objectives. ###

QUALIFICATIONS AND EDUCATION REQUIREMENTS:




Education/Certifications:




Completion of a formal post-secondary/college program of two (2) academic years in the field of federal corrections or its equivalent. Completion of a bachelor's degree in a relevant field will be considered as an asset. Must possess and maintain an active valid first Aid/C.P.R. certificate. Must possess a valid class 5 Driver's License or be willing to obtain.

Experience:




Three (3) years of demonstrated experience in a supervisory or leadership role, with the ability to manage staff and coordinate daily operations Related experience in the field of federal corrections or its

Experience with tasks such as scheduling, record-keeping, budgeting, and managing supplies and resources.
