Position Summary



During summer construction season, this position has the ability to operate and understand all aspects of the Asphalt Paver while primarily managing an Asphalt Paving crew that delivers a variety of city-wide operational services including construction, maintenance, and preservation of City infrastructure. During the winter season, this position is the primary operator of Equipment Operator IV or lower equipment used in the maintenance of winter roads. This position reports to a supervisor. Key Duties & Responsibilities

Lead, organize, and supervise crews in the construction, maintenance, and preservation of streets, sidewalks, alleys, and related infrastructure.

Operate and maintain equipment to refine surfaces, perform repairs, and ensure safe and efficient operations.

Inspect, monitor, and assess equipment and work processes; perform minor repairs and identify required maintenance.

Train, mentor, and supervise employees to ensure safe, respectful, and efficient field operations in compliance with legislation, policies, and standards.

Monitor productivity, quality, expenditures, and equipment usage to improve efficiency and performance.

Recommend improvements to maintenance programs, procedures, materials, equipment, and staffing.

Enforce compliance with Occupational Health and Safety regulations and City policies.

Interpret and communicate specifications, blueprints, manuals, and work orders to ensure understanding and compliance.

Ensure accurate completion of time, production, and activity reports.

Requisition and manage materials, tools, and supplies within authorized limits; maintain inventories.

Coordinate with other supervisors and teams to schedule and prioritize work to meet operational goals and deadlines.

Evaluate infrastructure assets and services for performance, safety, and compliance.

Investigate and respond to public or internal inquiries with professionalism and customer service focus.

Identify and mitigate risks related to roadway operations.

Perform other related duties as assigned.



WINTER SEASON



Required to operate as assigned, equipment that is identified as Operator IV or lower classification and used in the performance of road maintenance activities.

Perform related duties as required. Key Qualifications

Grade twelve (12) or General Education Development (GED) equivalency. Candidates must successfully complete GED within the designated probationary period. Minimum of 8,000 hours experience in roadways operations with 2,000 hours in supervisory capacity, coupled with 2,000 hours of Asphalt Screed experience. Candidates must possess or be willing and able to complete a recognized supervisory development program (i.e. Alberta Chapter - Canadian Public Works CPWA III). Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, resources and staff. Demonstrated ability to operate roadway equipment efficiently and safely. Knowledge of supervisory and leadership principles and practices. Diverse knowledge of roadway design, materials, construction, preservation and operations. Knowledge of applicable rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual pertaining to roadway operations. Demonstrated ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act and expectations of City of Regina's policies, standards, practises and guidelines. Ability to make technical and business computations, compilations, estimates, analysis and evaluations. Demonstrated ability to listen, understand and respond to public and internal inquires/concerns both verbally and in written form, in an acceptable, sensitive, positive and respectful manner. Ability to prevent and resolve conflict and establish and maintain effective working relationships with others. Ability to operate computer equipment and office productivity software such as Excel, Word, etc. to enter and retrieve data, prepare computations, reports, and send electronic mail. Ability to resolve labour relations issues and interpret local union agreement to effectively and efficiently manage the work crew. Demonstrated ability to create and maintain a safe, respectful and innovative work environment. Working/Other Conditions

Must possess a valid Class 5 Licence with an air brake endorsement with the capability to upgrade to a 1A Licence. Must obtain the necessary equipment certification for identified Operator IV equipment within the probationary period. Must be able and willing to perform work of a physical nature in field environments and inclement conditions. Must be willing to perform overtime, work shift and/or irregular hours.
