Job Summary/Basic Function
The Court Liaison Officer is the liaison between the RCMP, Provincial and Federal Crown Counsel, all stakeholders of the Criminal Justice System, Municipal Employees, Other Federal and Provincial Agencies and the general public. This position is accountable for the quality assurance of all Reports to Crown Counsel; ensuring paperwork is processed in a timely manner for in-custody prisoners and to capture the disposition in the court file and on the accused person\xe2\x80\x99s fingerprints.


Duties
1. Liaison between RCMP , Crown Counsel, Court Services, Municipal Employees, other agencies and general public:

  • Attend regular court user meetings with Senior Judges, Crown Counsel, Court Services, Corrections, Sheriffs and Defense Counsel to discuss and develop policies and resolve issues.
  • Attend regular meetings with RCMP Senior Management Team (SMT) and Crown Counsel to review and develop policies and procedures.

2. Ensure the timely attendance of prisoners in court:
  • Liaise with City cells, Sheriffs and Crown Counsel to ensure prisoners are transported to court in a timely manner (ensure no breaches of the Charter of Rights and eliminating possible civil ramifications or potential negative outcome of Criminal Proceedings).
  • Follow-up with Crown Counsel on the charge approval process and swear Informations before the Justice of Peace.

3. Quality Assurance:
  • Review Reports to Crown Counsel submitted by RCMP members to ensure legality, accuracy and promptness.
  • Maintain a diary date system to ensure all court files are reviewed once submitted to Crown Counsel.
  • Ensure dispositions are completed; fingerprints are forwarded to Ottawa for registration of criminal convictions.
  • Ensuring CPIC entries are valid.

4. Training and Development:
  • Create and maintain training packages for RCMP cadets
  • Instruct RCMP cadets and newly transferred members of the RCMP on local Detachment and Crown Counsel policies and procedures
  • Lecture at RCMP training days on PRIME (Police Records Information Management Environment), JUSTIN (Provincial Records Management system shared by Police, Courts & Crown Counsel), Crown Counsel policies and requirements



Qualifications
Knowledge:
This position requires a law enforcement background and/or extensive experience in a policing environment, sound knowledge of the Criminal Code of Canada, Youth Criminal Justice Act, Federal, Provincial and Municipal Statutes and maintains currency on case law. Understand the paper flow systems of the Courts and RCMP and have operational experience in JUSTIN (Provincial records management system shared by Courts, Police and Crown Counsel). Knowledge and practical experience in PIRS (Police Information Retrieval System), PRIME (Police Records Information Management Environment), CPIC (Canadian Police Information Centre), OSR (Operation Statistical Reporting) and UCR (Uniform Crime Reporting).
