Major Responsibilities:

Working with and reporting to the Supervisor, the Coordinator Transportation Right-of-Way Management, will assist with the coordination of work flow, setting priorities within a team and assist in the review and problem solving associated with complex projects and customer service requests, within the Public Right-of-Way (ROW) and to ensure compliance with all applicable legislation.
  • Develops reports, briefing notes and summaries for City Council, Community Council, Standing Committees, politicians, Legal Services and senior management staff.
  • Monitors the outcome of legal proceedings and prosecutions, summarizes findings and recommends new policies and/or procedures.
  • Develops, issues and awards Requests for Proposals (RFPs) for contractor equipment, fleet vehicles, towing services and uniform supplies.
  • Represents Transportation Services at all stakeholder meetings for new City initiatives/events which will have a major impact.
  • Issues Stop Work Orders, ticket offences and summonses for Part I, Part II and Part III Offences under the Provincial Offences Act. Represents the City at all litigation matters involving the public right of way and provides expert testimony.
  • Provides strategic direction on required by-law amendments, necessary reviews and challenges, and update requirements.
  • Reviews protocols and policies governing the public right of way to ensure the safety of staff, general public and contractors.
  • Develops and delivers presentations to City staff, other Divisions, Agencies and Boards on existing and new procedures, policies and protocols (i.e. Enforcement Procedures, Snow Emergency Procedures, Snow and Ice Removal/Enforcement Protocol, By-law Updates, etc.).
  • Approves oversize vehicle routes (e.g. helicopter approach paths), emergency road closures in conjunction with all levels of government.
  • Develops training sessions/material for all new Legislation, By-Laws and/or City Council approved Policies/Guidelines.
  • Analyzes and evaluates the administrative and enforcement functions of the unit and makes recommendations. Assigns areas of responsibility and coverage.
  • Develops and coordinates enforcement and educational campaigns with other Divisions, Agencies & Municipalities (Idling & Snow Blitzes, Unauthorized Occupations, etc.).
  • Develops and issues Media Releases for major events/issues affecting the public right of way.
  • Leads and coordinates city wide seizures and enforcement blitzes. Coordinates enforcement activities with Police Officers, Parking Enforcement Officers, Road Operations staff, Solid Waste Management staff and Shelter, Support and Housing staff. Provides a detailed report summary, pre- and post-activity and tracks statistics.
  • Develops, reviews and authorizes detailed Traffic Management Plans for all major street events.
  • Reviews applications to ensure compliance with all applicable legislation, by-laws, City policy and applicable laws/statues to ensure public safety and is the primary contact on all permits.
  • Coordinates, approves and leads First Responder and Emergency Preparedness Plans for all major planned and unplanned events (Police, Fire, EMS, PKE, TTC, Office of Emergency Management, Solid Waste Management, etc.).
  • Authorizes closures of roadways, sidewalks and laneways as deemed necessary to ensure public safety.
  • Reviews approval, billing, refund letters and agreements relating to licensed uses of the street allowance for accuracy and completeness.
  • Conducts feasibility studies for the licensing of areas and assists in educational programs.
  • Responds to complaints by the public, police, and members of City Council; Interprets by-laws and determines course of action to be taken to resolve.
  • Liaises with the general public, contractors, City and other Government officials to ensure compliance with the appropriate by-laws.
Key Qualifications:

Your application must describe your qualifications as they relate to:
  • Post-Secondary education in Construction or Civil Engineering or Architectural Technologist Program from a recognized College or a combination of education, experience and training.
  • Possession of a valid Municipal Law Enforcement Officer (MLEO) Certification.
  • Experience coordinating, directing and reviewing the work of by-law enforcement, inspection and/or administrative staff.
  • Experience in the development and review of complex projects.
  • Experience in interpreting and applying by-law legislation, policies and statues, conducting investigations and taking progressive by-law enforcement measures to ensure compliance.
  • Experience in reading and interpreting technical drawings and construction specifications.
  • Experience in computer software such as GIS, RACS, TMMS, STREETview, Encroachment Tracking System, Toronto Property System, iView2, Official Record of Highways.
  • Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and must qualify for the City's equipment operating permits and requirements.
You must also have:
  • Proficiency in Microsoft Outlook, Word, Excel, PowerPoint, Adobe Acrobat PRO, Microstation or other CAD based programs.
  • Ability to represent the Supervisor and/or chair large scale meetings with community groups, elected officials, other City Divisions, Agencies and Commissions.
  • Excellent knowledge and understanding of the by-laws and related legislation governing the various uses of the public right of way.
  • Knowledge in interpreting and applying Temporary Conditions Book 7 of the Ontario Traffic Manual.
  • Excellent analytical, problem solving and conflict management skills when dealing with staff, the public and/or contractors.
  • Ability to execute decisions made within the section and/or division.
  • Ability to act as Divisional Lead coordinator and/or facilitator for enforcement initiatives and educational campaigns.
  • Ability to plan, prioritize, organize, administer and develop schedules and work with minimal supervision.
  • Ability to conduct best practices review and make recommendations to continuously improve work practices and/or processes.
  • Ability to read and interpret surveys, engineering, architectural and traffic plans.
  • Ability to prepare sketches and field reports.
  • Ability to provide work direction to others.
  • Highly developed interpersonal skills with the ability to interact with staff, conduct training seminars, build teams and communicate effectively at all levels of the organization.
  • Ability to work extended hours, weekends and/or staggered hours when required.
  • Knowledge of relevant legislation including the Occupational Health and Safety Act.
