Position Summary





The Justice Institute of British Columbia (JIBC) is seeking a strategic and collaborative Controller to oversee and evolve the Institute's financial operations. This critical leadership role is responsible for the integrity, accuracy, and efficiency of financial services, supporting the overall success of JIBC's academic and operational goals.



Reporting to the Deputy Chief Financial Officer, the Controller provides direction and oversight for all financial and core accounting functions, including Acounts Payable, Accounts Receivable and General Ledger. This position ensures compliance with statutory requirements, internal controls, and generally accepted accounting principles, while fostering continuous improvement and client-focused service delivery. The Controller also leads the preparation of internal and external financial reports, coordinates the annual external audit process, and ensures the financial systems and processes meet the evolving needs of the Institute.



The successful candidate will be a Chartered Professional Accountant (CPA) with demonstrated expertise in managing finance operations within a complex, unionized environment. Experience in contract management, tax compliance (including GST, PST, Excise, and non-resident regulations), technical accounting, and enterprise financial systems will be essential. The role requires hands-on involvement and attention to detail, with a strong ability to interpret financial data and make informed recommendations to senior leadership.




A key focus of the role is the leadership and development of a high-performing team. The Controller fosters a collaborative, inclusive, and service-oriented culture that supports cross-functional relationships and promotes financial literacy across the Institute. This role plays an important part in supporting succession planning, team resilience, and the continuous development of finance staff.

Qualifications & Requirements:




Chartered Professional Accountant (Canada) designation. Bachelor's degree in Business Administration or Commerce preferred. Minimum three (3) years of post-qualifying experience in a comparable senior financial officer role with supervisory experience, preferably in a unionized environment. Demonstrated experience in contract management, technical accounting, and tax compliance. Hands on experience in all functional areas of accounting: AR, AP, GL, payroll and budgeting. Effective leadership, time management and organizational skills are essential. Ability to communicate effectively with customers at all levels and possesses qualities that leverage creativity and innovation to enhance customer service. Must be detail oriented with demonstrated creative problem-solving skills. Advanced Excel skills. Extensive experience in a large scale, complex ERP computer environment and good knowledge of Microsoft applications is required. Experience in Unit 4 and Ellucian Colleague system preferred. Excellent oral and written communication with the ability to represent the Division and where appropriate, the JIBC, effectively to a wide variety of interestholders. Ability to develop and communicate sound arguments to accomplish position accountabilities.

What JIBC Offers:






Fair Comparison/Excluded: We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental Benefits after three months, and enrollment in the College Pension Plan upon hire. In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements.



Salary Range:





$114,660

to $134,895 annually

The Compensation Range shown reflects JIBC's range for the role: between 85% and 100% of the sector range control point. In the normal course, employees will be hired, transferred or promoted between 85% - 94% of the control point, based on the knowledge, qualifications and experience for the role, with exceptions in the 95% - 100% range.

This is a regular full-time (35 hours per week) position. The successful candidate must be within a commutable distance to the JIBC New Westminster campus. Hybrid work arrangements may be considered.
