Responsibilities

Implements policies and procedures for contracted rail services, and interfaces with business partners and suppliers to ensure all parties' obligations and responsibilities are carried out according to the terms and conditions specified.
KEY ACCOUNTABILITIES
Makes recommendations on policies and procedures regarding contracted rail services. Analyses contracts for conditions that may be subject to interpretation and oversees assigned projects, setting direction and establishing protocols.
Provides expertise to others in the company on the contract agreements, interpretations and impacts to the organization and in defining operations and maintenance requirements on future major rail contracts.
Maintains oversight mechanisms to ensure contractors are meeting the terms and conditions of their agreements. Mechanisms include, but are not limited to, project reporting, audit process and follow-up, incident management, safety and security, payment process and management, operating licenses.
Reviews various plans provided by the contractor and makes recommendations for actions or changes including service commencement, start-up, annual operations, maintenance, and communications.
Coordinates service requests for assigned special events and follows through on action items.
Analyses and provides input on operational and capital plans, budgets and forecast.
Qualifications
------------------
EDUCATION AND EXPERIENCE
The competencies for this position would typically be acquired through a bachelor's degree in a related field or discipline and at least 5 years experience in a similar managerial or professional position executing contractual terms. A Project Management Professional (PMP) designation would be considered an asset.
OTHER REQUIREMENTS
Advanced knowledge of the principles, theories, concepts and practices of a rail operations environment
Strong analytical and problem solving skills
Strong written and verbal communications skills
Solid interpersonal and relationship management skills, including negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution
Sound computer skills with working knowledge of electronic filing systems and document control.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
