The Department also manages federal infrastructure programs to facilitate the delivery of eligible cost shared projects throughout Nova Scotia.

About Our Opportunity

The Construction Project Manager will be responsible for working with multiple stakeholders to help deliver new affordable housing projects throughout the province. They will also provide expert advice to community housing partners to aid long-term project and sector sustainability. A comprehensive understanding of real estate development, renovation, and construction project management will help support housing partners transform and expand their existing operations, while serving households most in need.

The Construction Project Manager will help coordinate and advance development strategies and solutions to support sector renewal and modernization, with a focus on meeting long term provincial housing objectives.

Primary Accountabilities

  • Assisting in delivering housing projects by supporting and partnering with non-profit housing providers or cooperatives throughout the province and providing specialized technical expertise throughout the construction delivery process.
  • Identifying unique challenges faced by cooperatives and non-profit housing providers and working closely with partners to implement solutions over the long-term.
  • Coordinating planning, design development, construction, and due diligence activities as it relates to the framework for the project, while balancing diverse interests, risks, and benefits in achieving project objectives.
  • Analysing and solving complex and challenging issues, strategising options, forming solutions, mitigating risk and making effective decisions using a high degree of judgement.
  • Building and fostering relationships and partnerships to further the project and ensuring its success, and managing day-to-day relationships with contract service providers, and other external stakeholders.
  • Supporting senior colleagues in the development of internal and external communications, as well as identifying areas for program improvements and new initiatives that will help deliver government objectives.
  • Managing financial budgets and forecasts and producing financial reports. Reviewing and approving quotes, invoices, ensuring work is completed to satisfaction and identifying billing discrepancies.
Qualifications and Experience

You have completed a bachelor\xe2\x80\x99s degree in a related discipline plus a minimum of six (6) years of related experience in project management relating to the development of residential housing or major renovation projects.

Ideally, you have worked in or with the non-profit housing sector for a minimum of two years, you are well connected to the sector and understand the challenges associated with providing affordable housing.

You must have strong critical thinking and analytical skills along with problem solving, risk assessment and consultation skills. You must have experience integrating an anti-racist and equity lens to policy development. Excellent interpersonal skills, time management skills and a high level of competence in written and verbal communication are essential. Proficiency with Microsoft Office Suite and computer literacy is also required.

Knowledge of government processes and government structure is ideal. In addition, knowledge of evaluation and research methodologies, data analysis methods, and data interpretation would be considered assets.

A proven ability to effectively work independently and as part of a team is essential. You must have strong technical knowledge, organizational and administrative skills and have demonstrated initiative in the exercise of these skills in setting priorities, managing budgets, meeting deadlines, and managing multiple projects.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
  • A related Master\xe2\x80\x99s degree and four (4) years of related experience
  • A related 2-year diploma and eight (8) years of related experience

Working Conditions

Your work will be split between a comfortable office environment and multiple on-site locations. Provincial travel will therefore be required. There is a need for you to balance competing priorities, attend multiple meetings, and meet strict deadlines.

Pay Grade: PR 17

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
