CCD is looking for a Construction Project Manager to lead the "Sunray Renovation", the renovation of our head office facility and Community Health and Wellness Hub located in Whitby.



The Construction Project Manager acts as the primary advocate and Construction Guardian for CCD. This role serves as the single point of accountability between CCD and the external project team (including architects, construction manager, engineers, etc.) for the renovation. This position requires aggressive stewardship of the Canadian Construction Documents Committee (CCDC) 5B Construction Management Contract, ensuring strict adherence to the guaranteed maximum price (GMP), and achievement of required energy performance goals. Additionally, this role acts as a technical advisor to the Facilities Lead, providing construction administration support for the fit-out and preparation of new locations during the decanting phase.



Responsibilities include but not limited to:





Contract Administration and Financial Guardianship:



Acts as the administrator for the CCDC 5B construction management contract for the renovation; Critically evaluates all proposed change orders (PCO) and change directives. Challenges contractor pricing, quantities, and labour rates to prevent scope creep and protect CCD's contingency fund; Manages the project budget (approx. $3.3 million), tracking committed costs vs. Actuals. Provides financial forecasting to the project leadership team, flagging risks immediately; Ensures all expenditures meet the eligibility criteria of all relevant grants;

Construction Oversight and Technical Compliance:

Energy Performance: Grant Requirement, strictly monitors construction materials and methods at the Whitby site to ensure the project achieves the required energy performance improvements, coordinates with the Energy Consultant to validate; Conducts regular site reviews at the Sunray site to monitor the quality and workmanship; Identifies deficiencies early, and enforces immediate correction by the Construction Manager; Reviews design and construction progress to ensure strict compliance with the Accessibility for Ontarians with Disabilities Act (AODA), Public Health, and Fire/Safety codes, and any other applicable standards or regulations specific to vulnerable client care;



Operational Support and Temporary Site Construction:



Provides technical support to the Facilities Lead regarding the fit-out of new locations (e.g., offsite Food Services location); Reviews the scopes of work, permits, and contractor performance for any renovations required at the temporary sites; Collaborates with the Facilities Lead to align the Sunray construction schedule with the decanting (move) logistics; Serves as the primary liaison between the Sunray construction site and ongoing CCD operations, mitigating potential disruptions by managing noise, dust, and utility shutdowns;



Procurement and Risk Management:



Collaborates with the Construction Manager on the tendering process for sub-trades, leading the sourcing process and liaising with the Procurement team for furniture, fixtures, and equipment, ensuring fair, open, and transparent bidding that is compliant with CCD policies; Maintains a Risk Register, proactively identifies schedule slippage or budget risks, and presents mitigation strategies to the Senior Management Team (SMT); Acts as a member of the selection committee for Construction Management Services Request for Proposal (RFP);



General Project Management:



Ensures that the Sunray Renovation project is completed on time, within budget, and in alignment with CCD's vision and objectives; Facilitates communication and collaboration among stakeholders, representing CCD at all meetings with stakeholders and leading internal project meetings; Acts as a single point of contact for CCD's Senior Management Team (SMT) in relation to the Sunray Renovation project; Monitors performance tracking, progress, and provides updates to SMT, documenting all meetings, actions, risks, and decisions.



Qualifications required:



Post secondary education in Architecture, Civil Engineering, Construction Management, or a related field Project Management Professional (PMP) or Gold Seal Certification (CCA) is highly preferred A minimum of 3 years' experience, with 5 years preferred, acting as an Owner's Representative or Construction Project Manager on commercial renovations exceeding $3M Demonstrated experience managing CCDC 5B contracts Experience with Grant-Funded Projects (Federal/Provincial) and the associated reporting requirements is an asset Experience in Healthcare, Long-Term Care, or Non-Profit sector, specifically dealing with occupied buildings Ability to read and interpret architectural blueprints, mechanical and engineering drawings, and specifications Ability to analyze Schedule of Values (SOV), audit progress draws against the GMP, interpret lien holdbacks, and manage cash flow forecasts Deep understanding of the Ontario Building Code (OBC), Accessibility for Ontarians with Disabilities Act (AODA) standards, and Infection Prevention and Control (IPAC) principles for healthcare settings Sensitivity to the needs of the vulnerable population with disabilities, including challenges in cognition Satisfactory Police Vulnerable Sector Check Must work in a safe manner and promote the health and safety of all staff, volunteers, clients and the community as outlined within CCD policies



Compensation: $110,000 annually; with an additional 5% in lieu of benefits, 6% vacation pay, and eligible for up to a 5% bonus incentive
