Job Summary
The Computer Support Specialist will manage and coordinate all Provincial EMS Technologies including: the Electronic Patient Care Reporting System (ePCR), Computer Aided Dispatch (CAD) including relevant phone systems/ProQA, Automated Vehicle Location (AVL), and the P25 Radio System. The Specialist will play a pivotal role in ensuring the seamless coordination of emergency response operations and enhancing the quality of patient care through efficient data management and communication technologies. This role will expand to include all EMS technologies province wide including approximately 1000 end users across 70 sites utilizing approximately 200 end user devices. Other Computer Support Specialist duties may be required at times. Responsibilities include, but are not limited to:

ePCR

- Identifying and/or responding to identified issues with ePCR functionality.
- Making administrative back end changes to the system including password resets, adding new user accounts - including new medics, ER staff and Managers and changing practitioner training levels/account names when staff upgrade their training.
- Organizing database changes and configuration changes in response to clinical, billing or reporting needs. Will work with vendor and stake holders to develop updates for the ePCR System to best align with the provincial EMS System.
- Coordinating and working with the EMS designated Systems Analyst within NLCHI to arrange repair of laptop devices and the resolution of both hardware and software related computer issues.
- Works with the EMS System Analyst to ensure all database files (three databases, Road Prod, Air Prod and Testing) and software versions are kept up to date for device imaging and updating to ensure the tablets remain aligned with the cloud database.
- Works with IT Security to ensure the appropriate measures are in place for updates to be processed without error.
- Performs testing of all planned database changes including regression testing of the test instance to ensure changes do not affect system functionality prior to release to ePCR production.
- Works with NLCHI to develop reports appropriate to EMS and clinical operations and adjusts the configuration as needed.
- Works with NLCHI, NLHS IT and the vendor to develop the expansion of the ePCR program across the entire NLHS ambulance program including the medical flight environment.

CAD

- Identifies and/or responds to identified issues with CAD functionality.
- Works with the CAD vendor and EMS Systems Analyst to maintain the CAD System in a Mission Critical state.
- Organizes the resolution of hardware or local software related CAD issues with the EMS Systems Analyst.
- Works with vendor to resolve vendor-related issues with the CAD System.
- Coordinates the expansion of CAD with relevant stakeholders to include the entire NLHS ambulance program.

AVL

- Works with vendor to resolve issues with AVL System.
- Maintains AVL System up to date with new vehicles added/removed.
- Coordinates installation of AVL devices on new ambulance vehicles.
- Provides reports on ambulance movement and driving activities as required.

P25 Radio System

- Works with vendor to address issues with P25 operation.
- Works with vendor to change code plugs and talk groups as required.
- Coordinates radio servicing and repair as required.
- Coordinates installation of radio systems into new ambulances as required (60+ vehicles in the next 24 months minimum)

This position reports to the MCC Operations Manager.

Job Demands

Regularly moves/lifts objects 10 - 25 lbs., and occasionally may require the lifting of monitors and computer equipment up to 40 lbs. while working in awkward/confined spaces.
Constantly performs fine finger/precision work while sitting for extended periods of time when using a computer.
Constantly requires visual concentration to read computer monitors, repair and/or install equipment.

Job Qualifications
Graduation from a recognized (approved) College with a two-year or three-year program in Information Technology/Computer Support or a Bachelor of Computer Science Degree is required.
Successful completion of the CompTIA\'s A+ Certification OR MCSE Certification is required.
Minimum of two years of experience within the last four working in Information Technology is required.
Experience with security protocols, secure communications and network-based service deployment and management is an asset.
Experience in the planning, deployment and support of information technology in a health care environment is an asset.
Current working knowledge of TCP/IP Networking is required.
Demonstrated strong interpersonal, analytical, communication and organization skills and the ability to work independently in a client focused environment.
A satisfactory record of work performance and attendance is required.
