COMPLIANCE SUPERVISOR

Closing Date: April 9, 2025 at 4:30 PMPURPOSE AND SCOPE:
Reporting to the Manager of Environmental Services, this position is responsible for providing technical support and leadership for all areas of environmental operations compliance (solid, liquid and gas) and will work cooperatively with Supervisors of Water Treatment, Distribution and Wastewater Collection to monitor all aspects of compliance.DUTIES AND RESPONSIBILITIES:

• Troubleshoot issues that arise in water, sanitary and storm facilities.
• Conduct routine reviews and audits to ensure compliance with environmental and legal requirements in accordance with the Federal, Provincial and Municipal Acts. Provide technical support, guidance and coaching in areas where remediation or improvement are required.
• Identify, and implement, improvements in processes, operations, and infrastructure to achieve quality targets.
• Develop quality targets and key performance indicators, continually review, evaluate, and develop improvement plans as it relates to processes, practices, operations and infrastructures to achieve QC targets and remain compliant with applicable legislation.
• Continually review operation and maintenance practices to ensure continued compliance and conformance with planned direction.
• Review, make recommendations, and implement opportunities to optimize the operations.
• Investigate complaints and recommend and implement corrective actions.
• In collaboration with Environmental services supervisory staff, oversee, record, track and monitor sample collection and quality control programs: bring forward any questions, concerns or improvement ideas to the Management team for review and resolution.
• Responsible for the direct leadership of technical staff including coaching, mentoring, performance management, and other HR related activities.
• Maintain and administer the Operational Plan in accordance with the Drinking Water Quality Management Standard (DWQMS) as directed.
• Conduct or assist in site reviews to ensure compliance with Health and Safety requirements.
• Responsible for the development of training and certification tracking/monitoring programs; responsible for the on-going oversight and administration of said programs.
• Organize, facilitate and/or conduct training sessions and opportunities.
• Review gathered data, as prepared by technical staff, related to system condition assessments. Prepare recommendations for senior management as it relates to system remediation, improvements or replacements.
• Serve as department contact for Ministry of Environment and DWQMS Auditors; participate in Ministry inspections as required.
• Remain current on all applicable legislation including Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health and Safety Act, Environmental Protection Act, Clean Water Act, etc. and all associated regulations.
• Contribute to development of the Departmentxe2x80x99s annual operating budget.
• Control and manage the Sectionxe2x80x99s annual operating budget.
• Contribute to development of long-term capital plans for the Department
• Develop seasonal, monthly and daily work plans in alignment with prescribed by-laws, legislation and other established department directives and guiding documents.
• Act as AWQI point of contact and assist with resolutions
• Other duties as assigned.

Minimum Qualifications:

• University degree in Engineering, Science or a related field.

Preferred Qualifications:

• Designation in good standing with Professional Engineers of Ontario, as a Professional Engineer.
• Thorough working knowledge of all applicable Federal, Provincial and Municipal legislation, regulations, bylaws and policies as they pertain to water, sanitary and storm.
• Must have proficient computer skills including advanced working knowledge with MS Word, Excel, MS Access and email software.
• Working knowledge of water, sanitary and storm facilities
• Experience working with Quality Management Systems.

WORK EXPERIENCE:
Minimum Qualifications:

• Five (5) years minimum related experience in a municipal environment.
• Hold and maintain a valid Ontario Class xe2x80x9cGxe2x80x9d driverxe2x80x99s license.
• Experience supervising in a unionized environment.

Preferred Qualifications:

• Three (3) to five (5) years of experience in a municipal environment specific to water systems.
• Proven analytical and problem-solving skills, sound technical, and administrative skills
• Excellent interpersonal skills, ability to communicate effectively with staff and the public and express ideas clearly and effectively verbally and in writing
• Ability to conduct training, provide instruction, leadership and direction to staff.
• Must be a self-starter and be able to work independently.
• Must be work closely with MOE and other regulatory bodies, fostering positive working relationships.
