Reporting to the Resettlement Assistance Program (RAP) Manager, the
Complex Case Worker
provides intensive, wrap-around support to Government-Assisted Refugees (GARs) with complex needs during the RAP period, addressing areas such as health, education, therapy, and social integration. This role involves conducting in-depth assessments, offering crisis intervention, and coordinating care in collaboration with internal teams and external partners. The incumbent also ensures smooth transitions to Settlement services, facilitates access to specialized supports, and maintains detailed documentation in line with IRCC case management requirements. Building trusting relationships with clients and staying informed on best practices through ongoing professional development are key components of the role.
Roles and Responsibilities:
Provide high level support to Government-Assisted Refugee (GAR) clients with complex needs
Conduct comprehensive client assessments to evaluate overall health, abilities, needs, and assets
Collaborate with the Manager Settlement Services and Manager of Mental Health and Health Services to ensure wrap-around services for high-needs clients during the RAP period
Works closely with Settlement Complex Case Management to support high needs RAP clients transitions to Settlement
Offer crisis intervention and solutions-focused guidance to GAR clients
Conduct Needs and Assets Assessment and Referrals Service (NAARS) and Refugee Health Screener-15 to monitor client well-being
Work collaboratively with RAP, Settlement, and Child and Youth teams, as well as external community partners, including NL Schools, NL Health Services, and Gov NL Department of Children, Seniors, and Social Development, to provide coordinated support for high needs GAR clients
Facilitate access to specialized services, accommodations, and resources for clients with disabilities in coordination with Social Work Services
Build trusting relationships with clients, respecting their cultural and religious backgrounds and addressing specific needs
Maintain accurate client profiles, service statistics, and case notes in NewOrg for inclusion in monthly and quarterly iCARE activity reports
Prepare detailed documentation of client progress to ensure compliance with IRCC Case Management framework and reporting requirements
Compile and maintain statistical and narrative reports for stakeholders, adhering to deadlines
Actively participate in local and national committees, workshops, and professional development opportunities to stay informed on best practices and policies in settlement services
Develop and deliver presentations to clients, staff, and community partners to raise awareness and share resources
Stay informed on policies and trends related to resettlement and community support services
Qualifications and Experience:
Experience working with vulnerable populations, particularly in a case management capacity
Bachelor's Degree (in Social Work, Psychology, or a related field); cultural awareness and sensitivity when working with diverse populations
Demonstrated ability to manage clients with complex medical, psychosocial, mental health, or addiction challenges
Proficiency in crisis intervention, conflict resolution, and collaboration with schools and educators. Strong communication and teamwork skills
Knowledge of child welfare, settlement, and community development services
Proficiency in Microsoft Office Suite, Google Workspace, and case file management systems
Competence in preparing detailed reports for stakeholders
Conditions of Employment:
Legal authorization to work in Canada
Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm)
Valid class 5 NL driver's license and daily access to a personal vehicle is required
Ability to travel is required
Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
Valid First Aid Certificate is an asset
