Reporting to the Issues Management and Child Death Manager, the Complex Case Specialist (hereafter referred to as the specialist) works within the Issues Management Unit at the Child Protection Branch. The unit has responsibility for provision of service for Intake-Inquiries and Complaints; Child Death and Serious Injury; Inter-provincial matters; Statements of Claim, Post-Adoption and Reconciliation. Qualifications:


Essential:


Master (MSW) or Bachelor (BSW) Degree in Social Work preferred or equivalent degree in a related discipline. Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service (https://canalliance.org/en/ or by Canadian Association of Social Workers at application). Significant experience working within the child and family services system; preferably in various roles and capacities including front line supervision and various roles; equivalent experience will be considered but those with direct CFS experience and leadership are preferred. Ability to critically think, problem solve, use counselling skills, mediation approaches, and other problem solving methods to resolve conflict and find solutions. Strong written communication skills to write clear and concise correspondence, including detailed reports to a variety of audiences including senior level decision makers. Excellent verbal communication skills with the ability to express ideas in a clear, concise and organized manner for a variety of audiences. Ability to develop and maintain relationships that foster strong internal team problem solving and collaboration; and which on a macro level leads change and problem solving that impacts clients and systems serving families. Strong interpersonal skills and the ability to establish positive working relationships with both internal and external stakeholders. Knowledge and experience applying legislation. Must possess a high level of competency regarding statutes that pertains directly to child protection; including The Child and Family Services Act, The Authorities Act, The Adoption Act, The Advocate for Children and Youth Act, Bill C-92, An Act Respecting First Nations, Metis and Inuit Children Youth and Families, Interprovincial Protocols or other provincial child protection legislation, Privacy Legislation and all relevant Regulations, Standards, procedures and policies. Ability to work independently, to organize and prioritize workloads, to work quickly, accurately and effectively under pressure (both volume, intensity and timelines) and manage several critical tasks simultaneously. Strong organizational skills with the ability to manage projects, meet deadlines and balance competing priorities. Knowledge of current and historical child welfare organizational evolution that has changed service delivery models and roles across Manitoba's child and family services system including the Department, geographical CFS agency models, the beginning of the devolved CFS system including the Child and Family Services Authorities/agencies. Knowledge of history of colonialism and how legislation, policy and practices regarding First Nation, Metis and Inuit has impacted and continues to impact Indigenous People. Is an activist and advocate with a strong understanding of Truth and Reconciliation.



Desired:
Experience with Microsoft Word, Microsoft Outlook, Excel, Power Point, Teams, the Child and Family Services Information System and Intake Module and other electronic records management systems.

Duties:


The specialist is responsible for providing guidance, leadership, support and mentorship to the Issues Management, Post-Adoption and Reconciliation Specialists as well as the Interprovincial and Post-Adoption Clerks as direct reports. The Specialists and Clerks will respond to inquiries and complaints from the public that are referred either directly or through the office of the Minister of Families or other government sources; gather and triage information on all child deaths and serious injuries in Manitoba; co-ordinate Statements of Claims regarding individuals filing lawsuits against the Director of Child Welfare and The Province of Manitoba, including an analytical review of historic file information and creation of summaries of events for use of legal counsel in court matters and provision of legislated services for post-adoption and reconciliation.
