Position Purpose Summary:





The Community Residential Facility (CRF) Program Supervisor assists the Director of Resident Services in the development and supervision of the CRF program. The Program Supervisor administers case management for the residents and ensures needs of residents are met. In addition, the Program Supervisor monitors, trains, and supports the Mental Health Support Workers.



This is a permanent full time position.

KEY RESPONSIBILITIES:



CRF Program:




The Program Supervisor supervises the development and delivery of programs at the CRF Liaise with Correctional Services Canada (CSC) Parole to maintain good working relationship Provide support and submit recommendations when applicable to Resident Services Director and Executive Director as they negotiate with the Government Is responsible for maintaining all files on the CSC network system for reporting and communicating with CSC staff regarding residents and potential residents Chairs the CRF Admissions Committee To ensure the environment and programming is supportive and nurturing and includes a high degree of support workers and resident involvement and decision making Ensures implementation and oversight of policies and procedures and ensures they are understood and adhered to by employees In collaboration with the Resident Services Director, assess, design, implement, monitor and evaluate program Provide support to help fulfill accreditation standards Maintains records on outcomes and completes a yearly report Supports the growth and development of the program Maintains and promotes a positive public image of the Salvation Army CRF by providing a high caliber of services and by dealing with the public and professional contacts in a courteous and professional manner Is part of the on-call rotation Participates in bi-weekly Team Meetings Participates in all Waterston Ministries Leadership Team meetings and Caseworker meetings Participates in community and Salvation Army forums as requested by Director of Resident Services



Casework Accountabilities and Client Support:




Provide case management services for the residents of the CRF Reviews referrals from CSC Parole and other sources with Resident Services Director or designate and ensures all necessary information is available to make admission decisions Decisions on referrals to be made in a timely fashion when referral information is complete. Completes pre-admission house tours and provides information to potential residents and their workers, provides handbook, basic tour of main living areas Completes discharge processes when residents are discharged from the program, ensures resident's belongings are packed Builds and maintains a therapeutic milieu with workers and residents Ensures the physical and psychological needs of residents are being met through programming, individual counselling, etc. Arranges passes for residents Maintains regular contact with CSC Parole officers and those directly involved in the resident's day to day well-being Completes reports and maintains records and for current and discharged residents and ensures staff reports meet program and Justice Standards Completes yearly reports on program outcomes Provides statistical and evaluative information to management and funders To support and encourage graduates of the program in their transition To support the efforts made to meet the residents' spiritual needs and cultural practice



Human Resources:




Oversight of the CRF mentoring of staff. To engage in regular supervision with the Director of Resident Services Ensures implementation and oversight of policies and procedures and ensures they are understood and adhered to by employees May participate in hiring, orientating, training, coaching, evaluating, and scheduling of staff in accordance with contracts and residential standards Assist with staff time sheets and ensures they are submitted for payroll purposes Monitors and assist with staff safety practices in compliance with health and safety standards and prepares, submits, and acts on incident reports; identifies proactive safety measures to the Director of Resident Services based on needs and concerns Assumes the role of a front-line residential advisor as needed To be responsible for own professional self-development

Administration, Documentation & Reporting:



Assist with statistical reports (including SAMIS) and other documents for Administration Maintain accurate, comprehensive, legible, and current client file records. Maintains familiarity with funder requirements and contract agreements related to the CRF program and assist to fulfill reporting requirements to funder standards. Assist in ensuring program vehicles are maintained and in safe working order Provides back up support for reception (answers phones, doors, etc. as needed) Record unusual or out of character behaviours noticed in daily logbooks and report them to appropriate partners Maintain monthly fiscal logs for bus passes, petty cash, and gift cards ###

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education/Certifications:




Completed a post-secondary University Degree in social work or equivalent education Current Driver's licence and driving abstract CPR First Aid (C) ASIST

Experience:



Minimum of three to five (3-5) years of prior related experience in a residential setting working with marginalized clientele. Minimum of two (2) years of prior related experience in supervision, leadership, coaching, and motivating staff in a residential setting. Experience working with Justice programs is preferred Demonstrated understanding of the Behavior Based Model Experience in a case management system ###

Ability and willingness to consent to and meet the necessary clearance criteria as determined by The Salvation Army and the ability to obtain all required clearances by Correctional Services Canada (CSC) Attention to detail, problem solving and analytical skills. Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility. Ability to organize and prioritize multiple tasks in a fast-paced environment Strong interpersonal, motivational, leadership, and organizational skills. Attentive listening skills for the purpose of supervision, coaching, and conflict resolution. Demonstrates effective interpersonal and communication skills and the ability to deal with internal and external contacts at all levels of the organization in a professional manner. Ability to develop and maintain a team environment; work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness. Demonstrated ability to take initiative, be reliable and operate in an environment of accountability. Demonstrates experience with Microsoft Office, internet, and keyboarding Understands the dynamics of resident's behaviour with the ability to assess their needs and risks Ability to demonstrate understanding of and empathy toward cultural differences Has skill in understanding the use of authority in supervision and effective intervention in crisis situations.
