The Opportunity
Reporting to the General Manager of Community and Protective Services, the CPO Sergeant is responsible for ensuring the Enforcement Services team delivers a professional standard of Bylaw and provincial statute investigations for the City of Wetaskiwin. The CPO Sergeant manages day-to-day operations of the unit in accordance with the Municipal Enforcement Services policy and procedures manual and the Solicitor General and Public Security\xe2\x80\x99s \xe2\x80\x9cPublic Security Peace Officer Program \xe2\x80\x93 Policy and Procedures Manual\xe2\x80\x9d.

This role will supervise the planning, organization, direction and control of operation and management of enforcement services programs. Administrative duties comprise planning, directing, and controlling all enforcement services department activities including recruitment of personnel, purchase of equipment, control of expenditures, preparation of business plans and budget estimates and the assignment of personnel and equipment.

Responsibilities

Strategy and Policy Development

  • Works alongside the Enforcement Services team to determine the direction and service levels for enforcement services programming.
  • Lead the management, development, reporting and evaluations of policies, processes, and procedures.
  • Conduct research and prepare written reports for the GM of CPS or the City\xe2\x80\x99s Senior Management Team.
  • Assist in the drafting or amending of Bylaws affecting Enforcement Services.
  • Develop regular reporting for SLT and Council as well as monitor and analyze enforcement data to identify trends and make recommendations for improvements to enforcement strategies and policies.
Staff Managment
  • Oversees and leads the recruitment, hiring, training, development, and retention for all staff within the Enforcement Services Department.
  • Ensure staff are provided with support, supplies, equipment, training, and resources to perform their duties effectively. Assign staff work activities to achieve short and long-term objectives. Coach, guide, direct and counselling staff as needed.
  • Ensures consistent implementation of Human Resources, Occupational Health & Safety programs and City of Wetaskiwin policies and procedures including employee orientation, training, recognition, performance management and employee succession planning.
  • Examines workload requirements and ensures appropriate resources are to deliver service at required level standards.
  • Leads the development and ensures alignment of work and learning plans for areas of responsibility.
  • Develops and implements employee recognition and team member appreciation initiatives to encourage a positive and supportive work environment.
  • Supporting Health, Safety & Wellness best practices and initiatives and ensuring that staff are knowledgeable of risk management practices.
Relationship Building and Maintenance
  • Liaise with judicial system partner agencies to promote the effective prosecution of provincial statute and municipal bylaws.
  • Maintains and develops partnerships with internal and external agencies to offer effective enforcement services that meet community needs and aligns with corporate and council strategic plans.
  • Liaises with outside organizations, associations, agencies, and other key personnel in the enforcement services industry.
  • Establish and maintain professional relationships with other provincial and municipal resources / agencies including Alberta Transportation, Fish and Wildlife, and Offices of Traffic Safety.
  • Liase with contracted service providers. Monitor contractors\xe2\x80\x99 work to ensure it is conducted in accordance with established procedures and the contracted mandate.
Customer Service
  • Ensure high standards of Customer Service through both direct contact and ongoing staff training. Promote the importance of and ensure high quality customer services standards by all staff within all services areas.
  • Ensure complaints and enquiries from the public, City staff and Council are documented and investigated, or responded to, in a timely manner. Ensure Community Peace Officers provide excellent customer service.
Financial Management
  • Ensure that business planning and budgets for the Enforcement Services Department align the direction provided by Council and the Senior Leadership Team.
  • Develops 3-year operational and 10-year capital budgets for the Enforcement Services Department.
  • Monitors operational budgets in areas of responsibility to ensure expenditures are compliant.
  • Develops fees and charges for enforcement services programs and services in accordance with the fees and charges bylaw, community needs, and financial sustainability goals.
  • Advises senior management with regards to longer-term budget requirements for enforcement services.
Occupational Health & Safety
  • Understanding and adhering to the policies, principles and practices of OH&S legislation, and the City\'s requirements, as these obligations pertain to this role.
Enforcement Services Programming and Service Delivery
  • Prepare required reports for approval of the GM prior to submission to the Province\xe2\x80\x99s Director of Law Enforcement (e.g., automated traffic enforcement statistical reports, use of force reports, etc.).
  • Investigate complaints against Municipal Enforcement Services Peace Officers in accordance with the Peace Officer Act, Peace Officer Regulations and City standards for employee conduct.
  • Review all Community Peace Officer investigations and approve reports when investigations meet standards for quality and completeness.
  • Ensure Community Peace Officers employed by the City of Wetaskiwin function within the scope of Provincial Appointments and Authorities.
  • Ensure Community Peace Officers maintain all required provincial designations (e.g., Automated Traffic Tester and Data Reviewer, officer safety training, etc.).
  • Promote traffic safety and Wetaskiwin\xe2\x80\x99s traffic safety plan by facilitating, collaborating, and coordinating Enforcement Services interactions with RCMP traffic officers and/or community groups.
  • Inform staff of new legislation, emerging issues, and modern jurisprudence to ensure staff remain current with their job requirements. Ensure Municipal Enforcement complies with standards and legislation governing the use of automated traffic enforcement.
  • Ensure that all equipment and vehicles used by Enforcement Services are properly maintained and in good working order.
Education, Qualifications, and Work Experience

  • Undergraduate degree in Law Enforcement, Criminology, Business Administration or equivalent.
  • A minimum of 5 years of experience in enforcement / bylaw services administration.
  • A minimum of 3 years\xe2\x80\x99 experience in a leadership / supervisory role.
  • Experience working in Municipal Government is an asset.

  • Knowledge of financial principles, including operational and capital budgeting.

  • Thorough understanding of relevant legislation, case law, and best practices in bylaw enforcement.
  • Ability to maintain confidentiality and handle sensitive information with tact and discretion.
  • Valid Class 5 driver\'s license
