FLEX
The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Reporting to the Manager of Arts, Culture and Events, the Community Development Coordinator is responsible for developing, implementing, administering, and evaluating the policies, programs and projects that promote the economic and social vitality of downtown Victoria and its neighbourhood commercial areas.
KEY DUTIES
Coordinate, assign, review and participate in the work of the staff responsible for delivering the Arts and Culture programming.
Develop, implement, administer, and evaluate policy, programs and projects related to commercial and public area revitalization.
Liaise with businesses, neighbourhood associations, and government agencies to explore potential funding and revenue opportunities.
Prepare budget proposals and monitor program expenditures.
Represent the City and the Department in an advisory, liaison and resource capacity to assess needs and develop programs and projects with stakeholders from various businesses, government, and community organizations.
Set agendas and facilitate meetings for businesses and community groups participating in issue resolution and program development.
Execute the development of strategic programs and projects as directed by Council.
Respond to enquiries from the public and outside agencies regarding programs, projects, and complaints.
In consultation with the Communications and Engagement department, compose various communication materials to communicate and promote programming,
Create reports, project plans, and recommendations on policy and procedures used for program delivery, improvements, and informing senior leadership.
Monitor and evaluate program delivery.
Liaise with external contractors and coordinate services as needed.
Perform related duties where qualified.
INDEPENDENCE
Work is generated by Departmental programs, requests from Council, and the public.
Work is reviewed through reports and discussions with supervisor.
Issues which affect policy or are controversial in nature as discussed with supervisor.

KEY SKILLS AND ABILITIES
Ability to effectively organize and prioritize work.
Ability to understand and apply the principles of urban planning, local government operation and community development.
Advanced knowledge of, and experience with, word processing, and spreadsheet database related specialty software.
Ability to research and analyse community development needs.
Ability to design and facilitate meetings, workshops, and community engagement events.
Ability to compose and present proposals and policies.
Ability to maintain accurate records and prepare budgets.
Demonstrated leadership skills with a proven ability to motivate staff and work collaboratively with cross-functional teams.
Ability to establish and maintain effective working relationships.
Ability to represent the City to the public and outside agencies.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
University undergraduate degree in Planning, Commerce or Community Development.
Experience:
3 years of related experience or an equivalent combination of education and experience.
OTHER:
May be requested to substitute in a more senior position.
