Job Description

Under the general supervision of the Chief Mechanical Inspector and Commercial Mechanical Inspections Supervisor, the Commercial Mechanical Inspector performs skilled inspectional work enforcing compliance with the Winnipeg Building Bylaw and Manitoba Building and Plumbing Codes, and is responsible for inspecting designated buildings with regards to Occupancy Permits. This position is also responsible for identifying deficiencies and reviewing proposals for correction of defects including alternative design proposals, initiating enforcement of violations and responding to complaints.


The Commercial Mechanical Inspector is the subject matter expert with excellent communication skills that works with a variety of stakeholders, continually striving to ensure life safety as the authority having jurisdiction.

As the Commercial Building Inspector

you will:



Perform skilled inspectional work, attend and lead meetings enforcing compliance with the Winnipeg Building Bylaw, Manitoba Building Code, Manitoba Plumbing Code and referenced standards related to the construction, alteration, occupancy and life safety tests of buildings. Review various Plans and submissions to determine appropriate assemblies, construction methods and materials as it may relate to Code compliance. Responsible for identifying and ensuring steps are taken for correction of code, bylaw, and referenced standards deficiencies. Responsible for enforcement of violations in conformance with Charter and legal requirements. Inspect designated buildings with regard to Occupancy Permits. Respond to complaints from 311, general public, other Branches, Departments, other outside agencies, or based on the Inspector's own inspection, and take appropriate action on work conducted without the necessary required permits. Performs other duties as assigned that fall within the classification.

Your education and qualifications include:




a) A minimum of five (5) years as a Certified Journeyman Red Seal Plumber with a good cross-section of experience in various phases of Commercial plumbing installations/layout/design within commercial and industrial types of buildings constructed in Winnipeg, OR b) A minimum of three (3) years as a Certified Journeyman Red Seal Plumber with demonstrated experience as a Supervisor of Commercial plumbing installations/layout/design within large commercial and industrial types of buildings constructed in Winnipeg.

Knowledge of building materials and methods of construction.

Knowledge of by-laws and codes related to building construction and plumbing.

Ability to establish and maintain effective working relationships with contractors, engineers, architects, general public and all levels of staff.

Ability to communicate effectively both orally and in writing.

Ability to read blue prints and specifications.

Ability to prepare concise and accurate reports and correspondence.

Ability to interpret by-laws and convey this information to others associated with the work.

Ability to use a personal computer with programs such as the departmental program AMANDA, and Microsoft Outlook and Word, and iPhone, iPads, personal computer.

Ability to plan and organize work effectively.

Ability to work with a minimum of supervision, expedite and resolve issues independently.

Conflict resolution skills.

May be required to obtain and maintain a Winnipeg Police Service Level 2 Security Clearance or other relevant security clearance in order to perform duties in restricted areas.
