Position Summary
This position receives a high volume of escalated calls from Customer Service Representatives or the Utility & Tax Enforcement due to their complexity and is responsible for dealing with customers both internally and externally. Responsibilities include preparation of service requests, preparation and processing of all legal documents and notices to be serviced under The Tax Enforcement Act and enquiries, providing clarification and explanation of bylaws, regulations, policies, and procedures; updating computerized records; working with customers, the Provincial Mediation Board or other agencies collaboratively and collecting revenue for the City of Regina. This position is a member of the Collections Team and reports to the Coordinator, Tax & Utility Collections Duties & Responsibilities
Responds to complex customer inquiries for all customer contact channels (in person, telephone, mail, fax, email) regarding utility billing and tax arrears. Processes/updates tax enforcement files and initiates certain actions in accordance with the time periods and limitations set out in The Tax Enforcement Act.
Collects delinquent utility accounts, adds manual disconnection to the delinquency process, prepares notices, correspondence, and legal documentation required to be served under The Tax Enforcement Act using written correspondence, inbound and outbound phone calls, personal contact while abiding by Privacy Legislation.
Ensures recovery of the tax enforcement costs, which are recoverable pursuant to City Bylaws and provincial legislation.
Calculates, collects, negotiates, and monitor suitable payment arrangements on severely delinquent outstanding and arrears balances in accordance with existing policy and The Tax Enforcement Act while abiding by Privacy Legislation. Documents all transactions.
Identifies, prepares, and forwards accounts to the appropriate collection agencies, Property Tax Roll or another active account.
Maintains communication with the Ministry of Social Services, ensuring accurate handling of all Social Service payments and maximizing collections of delinquent Social Services client accounts.
Coordinates and prepares for publication the list of properties in arrears by reviewing and verifying registered owners, civic address and legal description and working with Communications in submitting and proofing the advertisement.
Complies with all applicable corporate standards, bylaws, policies, and legislation such as The Cities Act, The Tax Enforcement Act, Local Authority Freedom of Information and Protection or Privacy Act.
Performs the duties of Commissioner of Oaths for Tax Enforcement documentation as required and other documents as required by the Department.
Coordinates and prepares the lien registration listing.
Prepares Requests for Title, Information Services Corporation documents such as Lien withdrawals and ensures all the accompanying documentation has been sent or obtained.
Performs related work as required. Knowledge, Skills & Abilities
General knowledge of The Tax Enforcement Act, statutory regulations and bylaws and other policies and procedures related to water/sewer and tax enforcement process and Privacy Legislation is required.
Demonstrated knowledge and ability to utilize the City\xe2\x80\x99s computerized utility & tax billing system.
Ability to accurately analyze accounts and determine the appropriate collection activity required to meet the objectives of the stated collection policies and tax enforcement
Ability to exercise sound judgement of enforcing regulations and collecting delinquent accounts with firmness and impartiality.
Ability to communicate effectively both orally and in writing.
Ability to collect, organize and analyze information to respond to customer inquiries.
Ability to professionally represent the City of Regina by applying customer service principles, practices and techniques in communicating collection policies, procedures and processes.
Ability to accurately perform complex mathematical calculations and calculate required payment arrangements.
Ability to work independently in a team based, environment with minimal supervision, demonstrating sound judgment and a high degree of concentration and composure in a stressful environment.
Skill in the use of Internet, Windows-based software programs such as word processing, spreadsheets, databases, and email (Banner, Tas, and other Oracle-based applications would be an asset). Education & Experience Typically, the knowledge, skills and abilities are obtained through a Grade Twelve (12) Diploma with courses in introductory accounting combined with three (3) years of experience in a front-line customer service area. Preference would be given to experience in collection of delinquent accounts. Enrollment or willing to enroll in the National Collector Certificate Program\xe2\x80\x93 Credit Institute of Canada Must be able to qualify to become a Commissioner of Oaths.
