Duties
----------
Some key activities include:
Plans and directs the development and implementation of the National Program of initial and recurrent flight, simulator and classroom training and testing for pilots.
Develops and amends standard operating procedures (SOPs) and Operations Manuals.
Acts as Pilot in Command (PIC) on ASD aircraft, manages the Company Check Pilot (CCP) Program, and supervises Check Pilots in the conduct of check pilot duties.
Investigates and/or leads investigations of operational occurrences and infractions.

Fueled by a dedicated workforce, Transport Canada's Aircraft Services Directorate is seeking a Chief Pilot - Rotary Wing who are looking to work within a federal organization in the National Capital Region. The Aircraft Services Directorate (ASD) is responsible for the provision of aviation services in support of Transport Canada and the Canadian Coast Guard operations as well as those of other federal departments and agencies. This position is located at the Aircraft Services' hangar at Ottawa Macdonald-Cartier International Airport (200 Comet Private, Ottawa, ON).

Intent of the process

The results of this process will initially be used to staff one permanent full-time position with a bilingual imperative CBC/CBC linguistic profile.
A pool of qualified and/or partially qualified candidates could be created and could be used to staff similar positions in Transport Canada where the tenure, language requirements, security requirements and location may vary.

EDUCATION
ED: A secondary school diploma or an acceptable combination of education, training and/or experience.
Degree equivalency
OCCUPATIONAL CERTIFICATION
OC1: Possession of a valid Canadian Airline Transportation Pilot License - Helicopter Category with a valid Group 4 Instrument Rating.
OC2: Possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed aeronautical).
OC3: Possession of a Helicopter Night Rating.
EXPERIENCE
EX1: A minimum of 4,000 hours turbine powered helicopter flight time experience, with 3,000 hours as pilot in command. A minimum of 500 hours in multi-engine helicopters.
EX2: Recent• experience in the management of helicopter operations.
EX3: Recent• experience in managing financial resources.
EX4: Recent• experience in managing human resources.
EX5: A minimum of 250 hours of helicopter Pilot In Command within the preceding three years.
Note: • Recent experience is defined as within the last five (5) years.
KNOWLEDGE
K1: Knowledge of Canadian Aviation Regulations and Standards governing the operations of VFR and IFR helicopters.
K2: Knowledge of teaching practices and techniques specific to helicopter training.
K3: Knowledge of quality assurance and quality control mechanisms.
K4: Knowledge of Safety Management System processes.

ASSET EDUCATION
AED: Graduation with an acceptable degree or diploma from a recognized post-secondary institution in Aviation Management or an aviation related field.

ASSET OCCUPATIONAL CERTIFICATION
AOC1: Certified as a Type A IFR TC Approved Check Pilot (ACP), or eligible for certification by meeting
the flight experience required to qualify for a type A IFR ACP as per Transport Canada's
Approved Check Pilot Manual (TP 6533), subsection 1.6.1 and/or per ACP Bulletin 01/13.
AOC2: Possession of a Helicopter Instructor Rating.
ASSET EXPERIENCE
AEX1: Experience as a Chief Pilot of a commercial helicopter operation.
AEX2: Experience in the development of Operations Manuals and Standard Operating Procedures (SOP).
AEX3: Experience in vertical reference and other external load operations.
AEX4: Experience in conducting inspections and investigations (such as Risk and Hazard assessments in an aviation environment).
AEX5: Experience in shipboard or offshore helicopter operations.
AEX6: Experience with modern avionics and navigation systems (glass cockpit)
