This is a senior level position reporting to the Chief Digital and Operating Officer (CDOO), IT Shared Services (ITSS). The Chief of Artificial Intelligence, Data Services and Analytics (CAID) is an executive leader that has the primary enterprise accountability of the organizations data and analytics (D&A) assets to drive value for business stakeholders. This includes creation and management of data and analytics strategy, and execution of related programs and practices that drive measurable business outcomes. This role involves establishing, leading and operating the D&A function; developing talent and mature D&A culture; building trust and managing data; and evolving technology capabilities.
The position is responsible for providing leadership and direction to a highly skilled team of IT professionals and has overall responsibility for providing the provincial government with a long-term enterprise data and AI strategy and implementation, aligned to the provinces long term strategic plan and business goals. The Director operates across organizational and computing "silos to drive common approaches and expose information assets and processes across the enterprise; support department IT initiatives via a validation role at the IT Data Architecture level; and represent the best interests of the province in national bodies involved with the creation of standards that impact/benefit provincial IT initiatives and/or systems.
Responsibilities include ensuring the alignment of enterprise AI strategy and planning with the provinces strategic plan, directions and goals; promotion of shared infrastructure, and applications to reduce costs and improve information flows; ensure that projects do not duplicate functionality; and management of the risks associated with information and data and AI assets through the creation / selection of appropriate enterprise standards and security policies for use across government.
This Director ensures the work in the division adds value by meeting the goals set by the ITSS Strategic Plan, aligning with the Digital Strategy, IMIT Foundations, and direction of the Government of PEI. This position requires extensive collaboration with senior management of ITSS divisions, partner departments, external agencies and the vendor community to foster ongoing positive relationships and outcomes.
Duties will include but are not limited to:

  • Executive Strategic Leadership in Data Analytics and Artificial Intelligence
  • Executive leadership with primary enterprise accountability of the organizations data and analytics (D&A) assets to drive value for business stakeholders. This includes creation and management of data and analytics strategy, and execution of related programs and practices that drive measurable business outcomes. This role involves establishing, leading and operating the D&A function; developing talent and mature D&A culture; building trust and managing data; and evolving technology capabilities.
  • Human Resource Leadership and Team Building
  • Directing IT professionals (vendors, IT consultants, architects, analysts and technicians) through the direct management of the Data Services Manager and the development of an AI unit as direct reports.
  • System and Financial Resource Management.
  • Collaboration, Strategic Development and Implementation.
  • Collaboration as part of IT Shared Services (ITSS) Management Team in the development and implementation of Information Management and Technology Strategic Plans and other duties as required.
Minimum Qualifications:
  • A bachelors or masters degree in business administration; science technology, engineering and mathematics (STEM); computer science; data science; information systems or related field. Academic qualifications or professional training and experience in legal and regulatory areas are also desirable.
  • Extensive experience in business management, legal, financial or information or IT management xe2x80x94 recently at or near the executive level.
  • Extensive progressive leadership experience in leading cross-functional teams, multidisciplinary environments and enterprise-wide data and analytics programs, operating and influencing effectively across the organization and within complex contexts.
  • Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
  • Extensive experience in information-intensive industries or digitally advanced enterprises.
  • Leadership and management skills including interpersonal, communication, strategic thinking, planning, organizational, and financial management will be considered an asset.

  • Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business.
  • Demonstrated ability to develop and execute a strategic resource plan.
  • Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders, and business concepts to staff and stakeholders.
  • Deep understanding of the evolving digital world on both the demand side (how people and departments are using technology) and the supply side (emerging technologies).
  • Strong influence and negotiation skills.
  • Ability to effectively drive people, process and technology change in a dynamic and complex operating environment.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
