Consider this exciting opportunity to play an instrumental role working with ministry partners across the OPS as the Change Management Consultant & Chief Instructor at the Regulatory Compliance Ontario Centre of Excellence. You will serve as chief instructor for enterprise regulatory compliance and enforcement programs across Ontario regulatory ministries and external enforcement agencies and regulators. You will promote high levels of proficiency, professionalism, and performance in accordance with the OPS Regulators' Code of Practice.

What can I expect to do in this role?

Working across all regulatory ministries, you will:

  • Serve as lead instructor for enterprise regulatory compliance and enforcement training programs for front-line managers and officers (e.g. inspectors, investigators, provincial offences officers and other regulators) across the Ontario Public Service.
  • Identify performance improvement opportunities and gaps through feedback mechanisms (e.g., Responsive Feedback Mechanism, course evaluations).
  • Provide subject matter expertise and strategic direction, guidance and advice in regulatory compliance and enforcement related subject areas.
  • Set performance expectations for learners, trainers, staff, managers and senior executives across regulatory ministries, as well as internal and external stakeholders.
  • Chair or represent Regulatory Compliance Ontario on executive and advisory committees, inter-ministerial working groups, meetings, and functions.
  • Review, update and approve course training standards and instructional materials to ensure content is current, accurate and relevant.
  • Connect and build partnerships with partner organizations (e.g., Ontario Police College, Community of Federal Regulators).
How do I qualify?

Technical Knowledge:
  • You have knowledge of and experience in adult education and training methodologies, principles, and practices
  • You have knowledge of and experience with the Regulators' Code of Practices and regulatory compliance and enforcement
  • You have knowledge and experience interpreting Provincial and Federal legislation, and knowledge of various government regulatory compliance and enforcement mandates
  • You have knowledge and ability to interpret human resources and labour relations practices, policies, directives, and collective agreements, with emphasis on recruitment, training, staff development and performance evaluation
Change Management Skills and Experience:
  • You have knowledge of change management theory, principles, and methodologies to lead and manage the transition of change initiatives
  • You have knowledge of business process improvement methodologies, re-engineering and level of service methodologies; measurement methods and systematic evaluation methods and continuous improvement theory
Communication and Interpersonal Skills:
  • You can build credible, professional partnerships with ministry executives, staff, and stakeholders
  • You have consultation and interpersonal skills to advise and influence partners and senior executives on HR strategy
Analytical and Evaluation Skills:
  • You have demonstrated experience in program review, evaluation, and design
  • You have analytical skills to identify risk, determine needs, and develop solutions
Project Management and Strategic Planning Skills:
  • You can effectively lead full program cycle of projects from conceptualization to development, implementation and evaluation
  • You have strategic planning and issues management skills to provide strategic expertise and recommend mitigation strategies
