What You Will Do

Reporting to the Director, Systems Integration, the Chief Engineer, Systems (Signals) provides engineering management from a systems and operating perspective, specializing in Signaling and Train Control Systems (S&TCS), in support of the Metrolinx Rapid Transit and subway expansion projects.

The Chief Engineer, Systems (Signals) acts as a technical subject matter expert to ensure that TTC requirements for S&TCS are coordinated and met through all phases of the projects, including planning, design, commissioning, operations and maintenance.

The Chief Engineer, Systems (Signals) interfaces with Metrolinx, Metrolinx contractors, and TTC internal workforce (i.e. other Engineering staff, Operations, Infrastructure and Engineering, IT, Service Planning, Strategy and Customer Experience, and/or Safety and Environment) to coordinate through all phases of the project.

The Chief Engineer, Systems (Signals) substitutes for the Manager, Systems as needed.

The incumbent is responsible to develop TTC operating requirements and reviewing designs, and ensuring that Signaling Train Control Systems (both Communications Based Train Control (CBTC) and traditional relay-based systems) have the functionality, level of integration and/or human machine interfaces (HMI) to meet TTC's needs. The incumbent shall demonstrate knowledge and experience of Fixed block wayside signaling systems, Computer Based Interlocking (CBI), Fall Back requirements (such as local control panels and axle-counters), Integration of rolling stocks with ATO/ATC (Automated Train Operation / Automated Train Control) systems, Automated Train Supervision Systems, Signaling System Interfaces (with Track works, SCADA, Tunnel Ventilation Systems, Fire Life Safety systems, Guideway intrusion detection systems, etc.). The incumbent shall also have knowledge of Commissioning and Safety Certification standard practices as applicable to public transit rail signalling systems.

What Qualifications Do You Bring?

A University Degree in Engineering along with related experience in the public transit sector managing and leading technical staff, or a combination of education, training and experience deemed to be equivalent. Must be a Professional Engineer (P.Eng) licensed in the Province of Ontario. Extensive knowledge of Signaling Train Control Systems (both Communications Based Train Control (CBTC) and traditional relay-based systems), Fixed block wayside signaling systems, Computer Based Interlocking (CBI), Integration of rolling stocks with ATO/ATC (Automated Train Operation / Automated Train Control) systems, Automated Train Supervision Systems, Signaling System Interfaces (with Track 6 works, SCADA, Tunnel Ventilation Systems, Fire Life Safety systems and Guideway intrusion detection systems). Broad knowledge of Commissioning and Safety Certification standard practices as applicable to public transit rail signaling systems. Broad knowledge of engineering principles, methods and practices as related to rail systems and rail facilities design, construction and project management. Familiarity with relevant provincial and national laws, codes, acts, regulations and standards that include but is not limited to Construction Act, Occupational Health & Safety Act, Canadian Standards Association (CSA), environmental legislation, etc. Comprehensive knowledge of business administration, fiscal concepts, human resources policies and legislation/regulations regarding safety, human rights, employment, etc. Sound judgement; strong planning and organizational skills; highly developed analytical, problem solving, conflict resolution and negotiation skills; excellent interpersonal, oral and written communication and presentation skills. Ability to prepare and interpret complex reports, recognize problems, and recommend/evaluate solutions. Demonstrated ability to manage and work with multi-discipline teams, deal with complex issues, and maintain effective working relationships. Proficiency in the use of computer software, including Microsoft applications (e.g. Word, Excel, Outlook). Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees. Project Management Professional (PMP) certification is an asset.
