The Facilities Management department at The University of Winnipeg is seeking a full-time continuing Chief Engineer. The successful candidate will plan, organize, coordinate, and supervise the engineering department responsible for overseeing the day-to-day activities necessary for building operations.

Responsibilities:

  • Determines staffing needs and conducts interviews for vacant positions, makes effective recommendations on hiring.
  • Makes recommendations on changes in responsibility and compensation.
  • Allocates responsibilities to staff, schedules shifts and vacations, Authorizes overtime, banked time and leaves of absence.
  • Plans, organizes, sets priorities, directs and controls the people and resources of the department and schedules workloads for the area, delegating as appropriate.
  • Accountable for recruiting, training and upgrading, developing, evaluating, motivating and managing departmental staff, resolves personnel problems.
  • Conducts performance appraisals, makes decisions on probationary employees and, in consultation with the Director, is responsible for discipline and dismissal.
  • Participates in grievance procedures and collective bargaining as a resource or direct participant.
  • Evaluates the work of outside trades people.
  • Establishes, manages and implements system for preventive/predictive maintenance and repair programs.
  • Develops programs for facilities management, establishes priorities, and identifies long term needs and goals.
  • Develops and manages maintenance contracts for mechanical and electrical systems.
  • Manages all life safety system maintenance, testing and upgrading.
  • Uses a Computerized Building Management System to monitor the performance of heating, cooling and other environmental control equipment, recommends repairs and re-programming to optimize efficiency.
  • Determines, recommends and justifies purchase and installation of equipment.
  • Monitors, updates and delegates tests of water treatment and the addition of chemicals to maintain efficient system operation.
  • Accountable for air quality throughout the campus; assess chronic problems and implements remediation or abatement actions.
  • Ensures that new systems are fully and properly integrated with existing systems.
  • Ensures compliance of operating systems and equipment with codes and requirements.
  • Approves requisitions and maintains inventory of parts, chemicals and materials.
  • In consultation with the Director, prepares department budgets and estimates and forecasts and monitors expenditures.
  • Oversees installation and operation of building infrastructure equipment.
  • Monitors consumption and costs associated with utilities and work to ensure that systems are adjusted to minimize consumption while meeting needs.
  • Establishes and monitors scheduled replacement of equipment.
  • Responsible for security, maintenance, and repair of all department tools and equipment.
  • On occasion will use tools and equipment to effect replacements, install new equipment or for other maintenance purposes.
  • Analyses repair and renovation needs and obtains estimates.
  • Assist the Director in developing operating policies and procedures.
  • In the absence of the Director, assumes their responsibilities.
  • Is accountable for preventive maintenance and predictive maintenance programs, schedules and assignments.
  • Maintains clear and accurate records.
  • Develops specifications and negotiates service contracts.
  • Keeps records and estimates needed to determine cost saving methods for consumables; determines and implements appropriate cost saving measures as part of a continuous improvement initiative.
  • In coordination with the Director, may be involved with architects, developers, and designers engaged on University facilities projects.
  • Ensures that all operating manuals are complete and accurate, and conform to University standards.
  • Inspects all new and substantively renovated facilities to identify defects in design or workmanship, determines accountability for remediation, engages the party responsible for remediation, and supervises their work.
  • Ensures that all required installation and operating permits and licenses for building infrastructure components are secured in a timely manner, and that all other measures required to comply with regulations and codes have been taken prior to taking possession of new buildings.
  • Acts as a management representative on various Committees.
  • Obtains and assesses data, service inspections, incident reports, and consults with staff to make informed decisions on alternative courses of action.
  • Ensures that inspections of facilities and equipment are performed in a timely manner by the appropriate experts and inspectors.
  • Is accountable for on-going fire protection and safety inspections throughout the campus, and works with fire inspectors to ensure compliance with fire regulations and codes.
  • As part of the Emergency Management Team, acts quickly and decisively to minimize damage to building infrastructure, mitigate danger and disruption, and to restore services quickly while preserving the health and safety of all persons on University property.
Qualifications:
  • High school completion or acceptable alternative.
  • Post-Secondary Education, Associates Degree, or relevant training is preferred.
  • Fire Inspector Level II Certificate (NFPA 1031) is an asset.
  • Must have at least five years of directly related building engineering experience.
  • Must have a desire for continuous learning and the ability to achieve it.
  • Must have a demonstrated background in staff supervision in unionized environment.
  • Demonstrated skills in negotiation, conflict resolution, and dispute settlement.
  • Strong working knowledge of electrical and mechanical systems such as typically would be found in a university, governmental, or corporate campus of buildings.
  • Good working knowledge of the chemical treatment of water systems to prolong the life of equipment, ensure its clean running condition, and improve its efficiency.
  • Good knowledge of heating, cooling, refrigeration, mechanical, electrical, electronics, instrumentation, controls, building design, and plumbing.
  • Good working knowledge of computerized integrated building control systems including plant, environmental, fire protection, and physical security applications.
  • Able to communicate effectively both orally and in writing with individuals at levels ranging from front-line workers to executives.
  • Able to react quickly, calmly, and effectively in emergency situations.
  • Able to conduct all administrative functions of the job as defined and manage staff effectively and efficiently.
  • Strong skills in organizing records and documents ensuring completeness and accuracy.
  • Able to organize a series of actions into a cohesive project plan.
  • Able to track multiple concurrent tasks ensuring that each is completed to specifications, in the proper sequence, and to understand how all of the tasks in a major construction project relate to one another.
  • Good knowledge of building codes and standards as they apply to educational facilities, office buildings, recreational facilities, and multi-tenant residential buildings.
  • General user knowledge of CAD software.
  • Able to read and interpret blueprints, architectural specifications, and engineering specifications.
  • Diplomatic demeanor and an ability to build trust relationships at all levels of the organization.
  • Projects a persona of professionalism and competence then builds confidence and respect within the client community, external consultants, and government officials.
An equivalent combination of education, experience, skills, knowledge and abilities may be considered.

Condition(s) of Employment:
  • Must be legally entitled to work in Canada.
  • Minimum of a 3rd Class Power Engineer\xe2\x80\x99s Certificate.
  • Must hold an Atmosphere Protection Certificate (MOPIA - Manitoba Ozone Protection Industry Association) or able to obtain within 6 months of employment.
The salary range for this position will be from $87,156 to $110,407 annually.
