Carmacks is a scenic community located at the confluence of the Nordenskiold and Yukon Rivers. Situated approximately two hours north of Whitehorse by highway, it is known as the "Hub of the Yukon," with road access to destinations across the territory. The Village is home to approximately 625 residents, including a significant portion from the Little Salmon Carmacks First Nation, and offers a strong sense of community surrounded by natural beauty.



Overview



The Village of Carmacks is seeking a strategic and dedicated

Chief Administrative Officer (CAO)

to lead the municipality's operations, foster collaboration with Council, and serve the community. Reporting directly to Mayor and Council, the CAO will oversee all aspects of municipal governance, administration, and service delivery, ensuring alignment with Council's strategic goals and compliance with the Yukon Municipal Act.



This leadership role requires a forward-thinking individual who can manage complex municipal operations, support effective decision-making, and strengthen community relationships while advancing long-term growth and sustainability.



Key Responsibilities



Governance and Leadership




Advise Mayor and Council on policy, strategy, and long-term planning. Develop and oversee the implementation of strategic and operational plans. Ensure compliance with relevant territorial and federal legislation.

Operational Oversight




Manage daily operations of municipal departments, including Public Works, Finance, Recreation, and Protective Services. Direct the execution of projects, ensuring timeliness and cost-effectiveness. Administer ongoing projects, capital improvements, and initiatives to ensure efficient service delivery.

Financial Management




Prepare and oversee operating and capital budgets. Ensure robust financial controls and reporting. Identify and secure funding through grants and partnerships.

Human Resource Leadership




Foster a positive, collaborative work environment for staff. Oversee recruitment, retention, performance management, and labour relations. Ensure compliance with employment standards, labour laws, and collective agreements.

Policy and By-law Development




Draft, enforce, and update municipal policies and by-laws as directed by Council. Ensure policies remain compliant with current regulations. Provide informed recommendations to Council on policy matters.

Community and Stakeholder Engagement




Act as a liaison between the municipality, residents, First Nations, and external stakeholders. Maintain transparency and accountability in communication with the public. Foster strong relationships with territorial and federal governments to advocate for community needs.

Emergency and Risk Management




Lead the development of emergency preparedness plans. Manage risks affecting municipal operations, including financial, operational, and reputational risks. Lead municipal response efforts during crises.

Strategic Partnerships and Advocacy




Build and strengthen relationships with First Nations governments, neighboring municipalities, and senior governments. Advocate for municipal interests to secure funding, support, and resources.

Community Development and Economic Growth




Collaborate with stakeholders to promote economic development initiatives aligned with community priorities. Support efforts to attract and retain businesses and residents to foster sustainable growth.

Infrastructure and Capital Project Management




Oversee the planning, development, and maintenance of municipal infrastructure, including roads, water, sewer, and recreation facilities. Ensure capital projects are completed on time and within budget, adhering to high standards of quality and efficiency.

Sustainability and Environmental Stewardship




Lead initiatives to address climate change, reduce the municipality's environmental footprint, and promote sustainability practices. Ensure compliance with environmental regulations and policies, particularly regarding waste management and land use.

Public Engagement and Service Excellence




Develop and implement strategies to engage the community in decision-making processes. Ensure the delivery of high-quality municipal services that meet the needs of residents.

Training and Development




Promote continuous learning and professional development opportunities for staff. Stay informed about industry trends and emerging technologies to enhance municipal operations.

Crisis Communication and Media Relations




Act as the spokesperson for the municipality during emergencies or crises. Develop communication plans to ensure accurate and timely dissemination of information to the public and media.

Qualifications and Skills




A post-secondary degree in Public or Business Administration (or equivalent). Several years of senior management experience, ideally within local government or public administration. Proven expertise in strategic planning, labour relations, financial management, and public administration. Strong leadership, communication, and public relations skills. Knowledge of grant programs and ability to secure external funding. Experience with by-law and policy development and implementation. Familiarity with territorial and federal statutes and regulations affecting municipal governments. Demonstrated ability to foster collaborative relationships with community groups, First Nations governments, and other levels of government. Knowledge of rural Yukon communities and an understanding of local community dynamics (asset).




Salary and Benefits




Salary Range:

$95,000 - $120,000, commensurate with education and experience.

Comprehensive benefits package

including RRSP, relocation support, and a housing subsidy (subject to negotiation).
