Core Duties :





Reporting to the Facility Project Manager, the Certified Journeyperson is responsible for the operation, maintenance, and repair of municipal facilities, recreation amenities, and building systems. This includes HVAC, plumbing, heating/cooling, arena and pool plants, and related infrastructure. The role involves troubleshooting, preventative maintenance, inspections, documentation, and supporting asset management program


Install, repair, and maintain HVAC, plumbing, heating/cooling, arena, pool, and building systems Perform mechanical work, servicing and repairs on equipment (boilers, pumps, motors, compressors, etc.) Complete inspections, reports and updates using asset/facility management programs Troubleshoot, diagnose and resolve system issues Collaborate on complex and basic facility projects including; carpentry, electrical, plumbing, drywall Assist with ice installation/maintenance, and upkeep of arena, pool, parks, playgrounds, and all municipal buildings Provide input on safety and process improvements Complete administrative tasks (purchase orders, quotes, budgeting support)

Job Requirements:




Minimum Grade 12 GED or equivalent Journeyperson certification in Millwright, HVAC, or Plumbing preferred (other trades considered) Valid Class 5 Driver's License Valid B.C. Refrigeration Operator Certificate & Propane Dispensing Certificate Mechanical aptitude with knowledge of hand tools, small equipment operation and maintenance knowledge of BC Building Code for maintenance and repair of carpentry, plumbing, electrical systems Demonstrated understanding and application of WorkSafe BC regulations and related safe work practices Proficiency with Microsoft Office and able to utilize automated building operating systems Excellent customer service skills and positive team Experience in municipal pool/arena environments a strong asset

Additional Assets:



BCRPA Playground Safety Certification, First Aid, Refrigeration Operator (4th/5th Class), Arena Ice Maker training, Building Service Worker Levels 1-3 and/or Parks/Sports Field training levels 1 &2.

Hours of work

As per the current CUPE collective agreement, this position is based on a 40-hour work week, working 8 hours x 5 days per week. There are currently 2 seasonal schedule rotations:


Winter Schedule - Thursday through Monday, 6:00 am to 2:00 pm

Summer Schedule - Monday through Friday, 6:00 am to 2:00 pm




Salary:

This position is a unionized role under CUPE local 2698. The 2025 hourly wage rate is

$45.51 per hour

pursuant to the current Collective Agreement. This salary package includes a full range of employer-paid benefits, such as:

JOB DESCRIPTION




Job Summary





Reporting to the Facility Project Manager, the Certified Journeyman performs a variety of duties related to the operation and maintenance of the Leisure Centre, municipal facilities and recreation amenities

.

The successful candidate will undertake installations, repairs and maintenance to facility HVAC, DHW, heating, cooling and plumbing systems, arena physical plant, pool plant and related building systems at various locations throughout the Municipality.





The Certified Journeyman will be an independent, self-motivated and collaborative individual who will play a key role in managing assets, by undertaking and documenting preventative, planned or unforeseen maintenance. Responsibilities will include assisting with the development and implementation of the asset and facility maintenance programs and related software, including providing consistent updates and communication related to the position.

Primary Duties




Performs installations, repairs and maintenance to facility HVAC, DHW, heating, cooling and plumbing systems, including the arena physical plant, pool plant and related building systems Performs mechanical work such as fitting, overhauling, servicing and maintaining machinery and equipment (e.g. boilers, valves, pumps, motors, generators, compressors, control systems, and other installations) Conducts inspections, creates reports and assists with the collaborative development and implementation of the asset and facility management and maintenance programs and software Diagnoses HVAC system issues accurately and efficiently to determine the appropriate course of action for repairs Investigates, troubleshoots and takes remedial action on problems Updates and maintains accurate logbooks, records and documentation Works collaboratively with the Recreation Journeyman Carpenter to undertake basic and complex projects across all municipal facilities, including but not limited to: Carpentry Plumbing Electrical Drywall Assists with the installation and maintenance of ice sheets within the facility and the community Inspects, maintains and repairs District buildings, parks and playgrounds and other related facilities and amenities Undertakes basic maintenance and repairs on power tools and other small equipment Provides input on modifications or improvements to policies, procedures, and practices to improve the functions and safety of the department Removes, installs and repairs toilets, vanities, water supply and return lines, and other plumbing systems Utilizes/supervises contractors' projects and work schedules. Ensures work quality and budgets are met Completes administrative duties, including purchase orders, invoice processing, quotes and contract handling Provides technical assistance and assists with projects Participates in the budgeting process, including the monitoring of expenses for projects and operations Conscientiously promotes energy and cost efficiency Acts as a project leader who actively works to encourage teamwork, collaboration, and efficiency Completes duties and responsibilities as outlined in the Recreation Maintenance I and II positions when required All persons employed by the District of Sparwood will be required to assist the municipality in providing emergency services. Duties assigned during an emergency may differ from regular duties Undertakes special projects and other duties as assigned

Required Certifications




Valid Class 5 Drivers License with a clean driver abstract Grade 12 Dogwood Certificate or the equivalent Journeyman status in Industrial Mechanic (Millwright), HVAC Technician or Plumbing preferred Journeyman status in other trades will be considered A valid B.C. Refrigeration Operators Certificate as required by the Provincial authority having jurisdiction Propane Dispensing Certificate

Certifications Considered an Asset




BCRPA Playground Safety Certification or the equivalent Level 1 First Aid 4th or 5th Class Refrigeration Operator certification Arena Ice Maker training Risk Management for Recreation Professionals training Building Service Worker Levels 1, 2, and 3 Park and Sport Field Levels 1 and 2

Required Skills and Abilities




Demonstrated competency and mechanical aptitude to complete repairs to HVAC, DHW, heating, cooling and plumbing systems Experience within a municipal pool or arena environment would be considered an asset Solid understanding related to carpentry, plumbing and electrical systems Must possess a solid understanding of the BC Building Code Must be able to utilize a computerized building operating system Must be able to utilize Microsoft products, primarily Excel, Word and Outlook Must have exemplary communication skills, both written and verbal Must be organized and precise in documentation and recordkeeping Be able to perform labor-intensive work, frequently stand and walk throughout the day and work in inclement weather Must possess exceptional customer service skills and the ability to work with the public in a positive and effective manner Ability to prioritize assigned and emergent tasks, working well under pressure Ability to conduct minor repairs and maintenance to vehicles and equipment Ability to troubleshoot and problem-solve issues related to facilities and buildings Ability to provide concise and accurate reporting, effectively communicating maintenance issues and developments Ability to operate and maintain smaller equipment, including lawnmowers, the ice edger, and the snow blower (change blades, change oil, sharpen blades, etc.) Good understanding of WorkSafe BC regulations and related safe work practice
