The Purchasing & Materials Management Division is a critical function within the City of Toronto\'s complex multi-site, multi-division, and multi-stakeholder environment, partnering with all City divisions, designated agencies, and corporations in order to procure goods and services at the best value. As part of its commitment to ensuring open, fair, equitable and accessible business processes and practices, the Division utilizes a fair and transparent procurement process, provides leadership and quality customer service, and implements the highest standards of business ethics across the organization.:The Category Management Lead will be a procurement and supply chain professional with a track record of strategically sourcing reliable vendors, negotiating and managing contracts and achieving savings and best value for the clients. Reporting to Senior Manager / Manager, Category Management and Strategic Sourcing, you will manage various strategic sourcing solicitations and contracts in the Construction, Maintenance and Professional Services Category. Your role includes but is not limited to the development, execution, and delivery of assigned solicitation RFx packages with 100% compliance to City\'s By-laws and policies.Major Responsibilities:
  • Reviews procurement pipelines and assists with management in the development of procurement plan.
  • Successfully delivers project tasks including market research & analysis, data collection/management, cost modeling, RFx strategy development, RFx creation and management, supplier communications, negotiations, contracting, and supplier performance management.
  • Develops and implements sourcing strategies that supports achievement of Divisional objectives and City\'s goals.
  • Recommends various solicitation methods based on the requirement, complexity, and timelines of a project.
  • Develops strategic sourcing approach with evaluation and award criteria to meet the business and procurement compliance requirements.
  • Leads and participates in the development of competitive RFXs and negotiation strategy.
  • Provides support and assistance in the development of Category Strategy.
  • Effectively and professionally communicates with the client and fosters team atmosphere. Assists internal clients with required information gathering, strategic sourcing activities, benchmarking and supplier base, and report on progress.
  • Supports City client divisional teams, manages a portfolio of contracts such as Roster, VOR, which includes the performance of one or more categories, complex strategic sourcing initiatives and reports category performance to Leadership.
  • Completes spend analytics and financial evaluation for complex strategic sourcing projects and provide recommendations on existing and potential new contracts.
  • Manages various aspects of the Strategic Sourcing Category program and establishes sourcing savings targets while putting together strategies.
  • Works in close collaboration with Divisional staff to implement newly established contracts and provides project management and change management support to ensure successful implementation of sourcing strategies.
  • Establishes contracts with suppliers and conducts performance review meetings in accordance with the Supplier Relationship Management Policies and Procedures when required.
  • Leads supplier information and debrief sessions.
  • Ensures documentation compliance in accordance with City\'s guidelines and process for record and auditing.
  • Supports pre and post award procurement dispute process by providing all required back up data.
  • Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovative solutions.
Key Qualifications:
  • Must have extensive experience in strategic sourcing and / or procurement experience in successfully leading and delivering various sourcing projects.
  • Bachelor\'s degree in Business, Finance, Engineering or any other related disciplines, or equivalent combination of education and/or experience.
  • Must have considerable experience in successfully leading and delivering various construction, and facilities maintenance solicitation projects.
  • Considerable experience collaborating, leading, motivating and training new and existing staff.
  • Experience with eProcurement systems (i.e., SAP, Ariba, Oracle, Zycus, Merx, IBM Maximo, JD Edwards, Bravo Solutions, etc.)
  • Supply Chain Management Professional (SCMP) designation and/or Project Management Professional (PMP) certification is an asset.
  • Must have high proficiency in Microsoft Office.
  • Thorough knowledge of broad-based sourcing strategies to drive financial benefits through negotiations, reducing total cost of ownership, demand management and Supplier Relationship Management.
  • Highly developed knowledge of RFx and strategic sourcing leading practices including contract negotiations, reverse auctions, supplier performance scorecard and benefits.
  • Must be able to work independently with minimum supervision.
  • Must have knowledge of the principles, practices and methods used in public procurement.
  • Strong project management skills with ability to organize, control and coordinate a variety of activities in a fast-paced environment; ability to organize and manage multiple priorities.
  • Demonstrated stakeholder management, time management, interpersonal and problem-solving skills.
  • Highly developed communication, conflict resolution and relationship building skills.
  • Ability to act in an ethical, confidential, and transparent manner, in compliance with corporate code of conduct.
  • Familiarity with Ontario Statutes, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
  • Must have good knowledge and understanding of Construction Act of Ontario and CCDC documents.
  • Knowledge of Trade Agreements will also be considered as asset
