Position: Case Manager & Decision Support, Investigations & Resolutions Employment Type: Full-time, Permanent Reports To: Manager, Investigations & Resolutions ABOUT THE COLLEGE: The College of Occupational Therapists of Ontario is the regulatory organization that oversees the practice of occupational therapists (OTs) in Ontario. Our job is to make sure that the public receives safe, effective, ethical care from OTs. Our mission is to protect the public and instill confidence and trust by ensuring occupational therapists are competent, ethical, and accountable. We are Canada\xe2\x80\x99s largest regulator of occupational therapists, and we oversee more than 6,500 occupational therapists registered here in Ontario. POSITION SUMMARY: We are looking for a collaborative Case Manager to help support the management & implementation of our Investigations and Resolutions (I&R) program. The successful candidate will be responsible for leading the I&R department in the disposition of complaints and concerns, including decision support, regarding a registrant\xe2\x80\x99s practice in the areas of misconduct, incompetence, and incapacity, in the public interest. The ideal candidate will have excellent project/case management skills and possess a strong sense of character when working under pressure and during times of change. They will be flexible, positive, and model the values of COTO in their daily interactions. This role reports to the Manager, Investigations & Resolutions and will be responsible for various accountabilities, including but not limited to those listed below. KEY FUNCTIONS AND RESPONSIBILITIES: \xc2\xb7 Administers and monitors the daily implementation of the I&R program \xe2\x80\x93 maintaining alignment with the College\xe2\x80\x99s strategic and operational plans and ensuring program objectives and timelines are met. \xc2\xb7 Monitors performance of program support staff including consultants, investigators, decision writers, legal advisors etc., and provides feedback to the Manager to ensure ongoing competence and effectiveness. \xc2\xb7 Handles all aspects of case management from intake to disposition, conducting and managing investigations where required. \xc2\xb7 Oversees the development and maintenance of complaints, reports and discipline/inquiry case files, monitoring all related activities and taking appropriate action in a timely fashion. \xc2\xb7 Oversees the preparation of case files for the Health Professions Appeal and Review Board and any Appellant Court of Ontario, acting as a representative of the College before said board(s). \xc2\xb7 Writes and/or supports the decision writing process for the ICRC, Discipline Committee and Fitness-to-Practice Committee. \xc2\xb7 Manages delivery of and provides direct support to various committees and panels including providing recommendations, scheduling, agendas, decision and material preparation, as well as project development and provision of essential information. \xc2\xb7 Establishes and oversees procedures to ensure registrant compliance with decisions, remediation requirements and practice restrictions resulting from the regulatory processes. \xc2\xb7 Manages the investigations process, ensuring fairness, transparency, timeliness, and accountability, acting in the capacity of an investigator for general complaints, when required. \xc2\xb7 Provides direction to investigators related to ongoing investigations in accordance with current legislation, case law and the College\xe2\x80\x99s practices and policies. \xc2\xb7 Coordinates tasks of I&R support staff, consultants, and professional resources, delegating work in accordance with individual skills/competencies and ensures adequate time and resources are provided to meet performance standards. \xc2\xb7 Meets with colleagues to discuss cross-program projects and initiatives, share information, and provide assistance as needed. EDUCATION /EXPERIENCE: \xc2\xb7 University or College degree in Law/Paralegal studies, Business, Health/Social Sciences or other related fields. \xc2\xb7 Minimum 4 years\xe2\x80\x99 experience working in a regulatory or legal environment. \xc2\xb7 Background in not-for-profit, healthcare, regulatory, or public sector is an asset. \xc2\xb7 Previous experience with investigation processes and procedures. \xc2\xb7 Ability to work effectively in a committee structure. \xc2\xb7 Familiarity with the Regulated Health Professions Act, 1991 and the Health Professions Procedural Code. \xc2\xb7 Fluency in French is an asset. COMPETENCIES: \xc2\xb7 Exceptional interpersonal skills, including tact, discretion and diplomacy when dealing with sensitive matters. \xc2\xb7 Strong communication skills (verbal & written), including proof-reading and experience with decision writing. \xc2\xb7 Excellent project and/or case management skills with experience in managing cases and projects to deadlines. \xc2\xb7 Able to think critically and exercise independent and sound judgment. \xc2\xb7 Able to deal with confidential issues in a sensitive, efficient, and professional manner, both internally and externally. \xc2\xb7 Meticulous attention to detail and accuracy. \xc2\xb7 Able to appropriately delegate and monitor work assigned to others. \xc2\xb7 Proven time management skills, able to handle a diverse workload and manage competing priorities. \xc2\xb7 Demonstrated ability to work both independently and in a team. \xc2\xb7 Strong analytical and presentation skills. \xc2\xb7 Proficiency with Microsoft Office Suite, information systems, and ability to learn and utilize the College\xe2\x80\x99s database program. \xc2\xb7 Flexible, positive, and comfortable adapting to change and fostering an environment that welcomes it. COMPENSATION AND BENEFITS: The starting annual salary for this position is $74,057. Salary may change depending on level of experience. The College\xe2\x80\x99s physical office is located at 20 Bay Street (Suite 900), Toronto, ON. Located in the downtown core, next to Union Station and the PATH.
