As the Career Management Program Analyst for the Calgary Police Service (CPS), you will provide specialized analytical, documentation governance, and workforce planning support across Career Management Section (CMS) programs. You will be responsible for the systematic review, development, and maintenance of sworn Position Profiles to ensure alignment with operational requirements, developmental pathways, Collective Bargaining Agreements, and workforce strategies. Specific duties include:

Lead the development, review, analysis, and maintenance of sworn Position Profiles to ensure accuracy, defensibility, and alignment with CPS operational requirements, competency expectation, training progression pathways, and Collective Bargaining Agreement provisions. Consult with Managers, Supervisors, HR Business Partners, training partners, and union personnel to validate role justifications and standardize qualification and competency language. Maintain centralized repositories, profile tracking systems, and reference frameworks. Conduct data analysis on staffing, competition outcomes, tenure movements, secondments, redeployment, and workforce capacity. Develop analytics summaries and briefing materials to support strategic decision-making. Evaluate program design for recommendations on improvements to processes, selection structures, and developmental opportunities. Support staff changes by preparing onboarding tools and reference materials. Provide support for competitions, Expression of Interests (EOIs), Tenure, Secondment coordination and ensure continuity of workflow through scheduling functions.


Qualifications

A 2-year Diploma in Business Analysis, Business Administration, Public Administration, Organizational Development, Data Analytics, or a related discipline, and a minimum of 5 years of experience in business process analysis, organizational review, program evaluation, or workforce planning; OR A 1-year Certificate in Business Analysis, Process Improvement, Change Management, Organizational Development or a related discipline and a minimum of 7 years of experience conducting process analysis, documentation governance, or program review. Previous experience working in a law enforcement or police service environment is considered an asset. Pre-employment Requirements

An enhanced security clearance will be conducted. Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Days of Work: This position typically works a 5 day
work week with 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
