By-Law Enforcement Officer (Special Constable)



Full-time, Permanent

General Accountability



Under the direction of the Director of Community Development, the By-law Enforcement Officer shall be responsible for enforcement activities within the Town of Antigonish. The duties will include the enforcement of some municipal by-laws of the Town of Antigonish and the parking provisions of the Motor Vehicle Act of the Province of Nova Scotia. Such duties will also entail frequent daily foot patrols for the purposes of carrying out such enforcement. All such duties are to be performed in an unbiased, positive and professional manner.

Responsibilities



Enforcement (By-law, Parking)



Maintain a visible presence throughout the Town taking complaints, answering questions or giving directions, and being available to assist in an emergency when available. Respond to by-law enforcement issues in the Town of Antigonish and conduct follow-up in accordance with departmental protocols and policies. Respond to parking provisions of the Motor Vehicle Act of the Province of Nova Scotia. Conduct patrols as required to perform the duties of the position in a professional manner. Issue written warnings and/or notice of parking violations to violators under the municipal by-laws of the Town of Antigonish and the Motor Vehicle Act of the Province of Nova Scotia. Conduct follow-up investigations and court action related to municipal by-laws of the Town of Antigonish. Access necessary digital data through contact and association with the employees of the Royal Canadian Mounted Police, Antigonish Detachment. Complete court-related documents (e.g. prosecutor sheets, information, summons, subpoenas, etc.) and attend court or other hearings as required. Inspect and conduct maintenance work on parking meters and other property owned and maintained by the Town of Antigonish. Report damage and thefts to the Director for repairs and replacements. Coordinate periodic inspections of taxi cabs. Provide security services at municipal elections, public meetings or other Town functions as required. Provide traffic control as authorized by the Town's Traffic Authority for infrastructure work, funerals, Antigonish Highland Games, Remembrance Day, Santa Claus Parade, other special events, and emergencies

Dog Control



Responsible for enforcement of dog control as outlined in the Town's Dog Control By-law. Responsible for the Town-owned Dog Pound's cleanliness, maintenance, and upkeep. Responsible for the care of dogs impounded in the Town-owned Dog Pound. Responsible for issuing dog tags and collection of fees.

Administrative



Administer licensing and permits in accordance with Town by-laws (such as taxi, vending, parades and marches, and dog). Collect and account for payments to parking meters and kiosks owned and operated by the Town of Antigonish on a monthly basis. Work varied shifts when required or as determined by operational requirements and needs, as directed by the Director (e.g. winter parking). Complete departmental reports as directed by the Director. Attend and participate in any training as directed by the Director. Attend meetings as required or directed by the Director. Perform other job-related functions and duties as directed by the Director.

Qualifications



Public Policing or Public Safety training would be an asset. Possess a valid driver's license, in good standing. Must undergo security clearance and be bondable. The successful candidate will be required to complete various training courses, including but not limited to: First Aid/CPR, Traffic Control Person, and Temporary Workplace Signer.

Additional Skills and Abilities



Strong customer service skills for dealing with members of the public. Possess an ability to communicate both verbally and in writing effectively. Ability to interpret the by-laws of the Town of Antigonish and the parking provisions of the Motor Vehicle Act of the province of Nova Scotia. Knowledgeable on investigative techniques and practices and possess an ability to apply those techniques and practices. Proficient in Microsoft Office products (Word, Outlook, Excel). Must be comfortable using a range of digital tools, including web-based applications and data management systems.

Pay: $52,546.00-$60,913.00 per year
