The City of Penticton is looking to fill the position on Bylaw Enforcement Officer Lead in our Bylaw Services Department. The Bylaw Services department provides citizens with a variety of services related to regulatory issues, with the purpose of enhancing community safety and livability, and to be a complement to police services. The Bylaw Services department is committed to the delivery of professional bylaw education and enforcement in a timely and effective manner, and in accordance with Council direction.
Reporting to thee Bylaw Services Manager, the Bylaw Enforcement Officer Lead carries out a range of investigation and enforcement functions. They regulate persons, companies, entities, conditions, properties to ensure appropriate compliance to municipal bylaws. Officers proactively and reactively investigate bylaw violations, seeking for compliance through education and enforcement options. Officers have daily public contact by explaining and rationalizing bylaw provisions, collecting of information, monies, and maintenance/repair of parking equipment. The Bylaw Enforcement Officer Lead also covers/acts for the Bylaw Services Manager when unavailable (sick, vacation, etc.).

Key Responsibilities:
  • Main duties involve covering/acting for the Bylaw Services Manager when unavailable (sick, vacation, etc.).
  • Oversees interoffice tools, equipment, and supplies, uniforms, kits, etc.
  • Ensures stock is available and purchased when necessary, and assists officers in training of equipment and tools.
  • Ensures all officers have proper applications installed on their phones, ticketing devices, etc. and provide training on software applications.
  • Assist and support officers with file investigations as needed.
  • Assist officers with file standardization; ensure proper notes entry in calls for service, quality, uniformity, etc.
  • Update forms/templates/bylaw notices as needed.
  • Assist with training of new officers, which includes explanation and demonstration of duties and functions through an \'Officer Coaching program\'
  • Continually monitor the \'Officer Coaching program\' for effectiveness, competencies, etc and provide recommendations for updates to the Bylaw Services Manager.
  • Responsible to maintain permanent position duties while working on higher level duties and continues with the regular scheduled shift rotation.
  • Responsible to assist with parking changes (including Resident Only Parking program changes), reviews and assesses parking/traffic complaints, updates parking software, parking maps, trains other staff on parking equipment and enforcement, collects monies, and for the on going maintenance/repair of parking equipment when required.
  • Assist with scheduling, ensuring minimum coverage requirements, and day to day deployment planning.
  • Assist with reviewing Bylaw Enforcement Officer payroll entries.

Required Knowledge, Abilities & Skills:
  • Knowledge of City bylaws, adjudication hearings and City layout.
  • Superior people management skills.
  • Conflict management training.
  • Superior communication skills (oral and written).

Education, Training & Experience:
  • Completion of Grade 12, supplemented by Bylaw I and Bylaw II certification (Justice Institute of British Columbia or equivalent).
  • Completion of a two-year diploma in a law enforcement field from a provincially recognized institution or college.
  • 3-5 year\'s experience dealing with the public in a municipal regulatory capacity.
  • Valid Class 5 BC Driver\'s Licence.

Position type:

Wage:
$31.97 - $35.32 per hour (Pay Grade 11*, CUPE)
