As the Business Strategist within the Traffic Services Unit, you will play a key role in ensuring effective, efficient, and coordinated service delivery across Traffic Services. This role provides strategic oversight of streetlight, electrical and lines of business and process optimization to support operational excellence across the Mobility portfolio. As the strategist you will also collaborate closely with internal teams and external partners to support daily operations and long-term strategic initiatives that enhance service reliability, financial accountability and operational sustainability. Primary duties include:

Collaborate with subject matter experts from Traffic Services to ensure business objectives and accomplished and dashboard reporting for senior management. Design, develop, implement and manage divisional budgets, strategies and plans. Support and provide recommendations on metrics, measurement plans, technologies and application of performance measurement. Design, lead, coordinate and report on data-based approaches, initiatives and programs targeted at improving the efficiency and effectiveness of Mobility processes and services. Develop technical solutions, reports and dashboards, and use applications and programs to address business unit items and support data-driven analysis, strategies, recommendations, and decision-making. Provide strategic, analytical, and technical expertise, benchmarking, and business unit-focused strategic and operational planning. Work with construction project managers to ensure projects have met all internal requirements for safety, material, liabilities, engineering, permits etc. Provide project management and financial oversight for developer-funded projects, shared mobility initiatives, locates, and other related Mobility programs.


Qualifications

A degree in Business or a related field. At least 5 years of experience including business planning, project management/development, performance measurement, developing business strategies and budgets to achieve organization objectives in large organizations with diverse businesses. Experience in Traffic Services and performance measurement in the areas of construction and operation management is preferred. Advanced proficiency in PeopleSoft Financial and Supply Chain Management (FSCM), myHR, Microsoft Office (Excel, PowerPoint and Word), PowerBI, Teams and Ariba. Demonstrated expertise in product lifecycle management, and constructions administration management. Proven experience managing complex, multi-interested parties, projects and budgets.

Workstyle:

This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 11 $46.21 - 61.78 per hour (2026 Rates)
Days of Work: This position typically works a 5 day
work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
