Within the Finance division of Health, Seniors and Long-Term Care Department, the Strategic Finance branch is looking for a qualified candidate to fill the Business and Performance Finance Analyst Position. The branch collaborates with its colleagues in the Financial Commissioning Branch in addition to other internal and external stakeholders to advance government priorities and needs.

Qualifications:


Essential:


Formal post-secondary education in public administration, business administration, or accounting with a Chartered Professional Accountants (CPA) designation. A combination of relevant education, training, and experience may be considered. Demonstrated experience applying Canadian CPA Accounting Standards as it relates to Public Sector Accounting Standards (PSAS). Strong financial acumen with progressive experience at a senior level in the domain of financial management working in a complex environment, including planning, budgeting, forecasting and expenditure control. Experience in analysis and synthesis of evidence-based data, develop implementation and evaluation plans, apply corrective measures, and incorporate into decision making. Understanding of the organization and administration of the Manitoba health care system from a financial perspective. Strong interpersonal skills with the ability to develop, foster and maintain respectful relationships with diverse stakeholders. Strong verbal communication skills with experience managing internal and external stakeholder relationships. Excellent written communication skills to produce reports, technical papers, and other complex written materials for different audiences. Strong Political acumen with the ability to provide strategic advice to senior leaders on complex topics and sensitive issues applying strong analytical and problem-solving skills.

Duties:


As a key member of the Strategic Finance branch, the Business and Performance Finance Analyst works closely with key internal and external stakeholders to support Service Delivery Organization (SDO) financial performance. In addition, the position will work on health system related projects and initiatives and provide valuable advice and support to Senior Management.



The Strategic Finance branch is responsible for providing strategic advice, support, and financial and econometric analysis on the equitable allocation of funding to Service Delivery Organizations (SDOs), medical remuneration and provincial drug program expenditure modelling and various health system related projects and initiatives applying evidence-based information in accordance with government mandates and priorities.
