Job Description


Department of Health \xe2\x80\x93 Innovation and eHealth Branch requires the services of a Senior Business Analyst to support the eReferral/eConsult project. The Business Analyst will play a key role in working closely with Subject Matter Experts, DH and other key stakeholder groups, to ensure activities support the implementation and adoption of the desired future-state, as it relates to the eReferral/eConsult initiative.Responsibilities of the Business Analyst will include, but are not limited to:

  • document results of business and information technology requirement gathering sessions through Business Requirements, functional design specifications, user stories, workflow processes;
  • development and implementation of a Change Management Communication Plan for managing and communicating changes, as a result of the eReferral/eConsult project;
  • maintain a stakeholder assessment identifying the individuals and groups affected by the change;
  • ensure the alignment of change management activities with various stakeholders to support the adoption process, as it relates to the implementation of a consolidated eReferral/eConsult solution;
  • ensure all stakeholders are actively engaged in the change, consulted with and communicated to;
  • build consensus among various stakeholders on specific changes designed to better meet their needs;
  • development of a training plan(s) through engagement with various stakeholder groups;
  • development of various training tools to support end-user training;
  • support the facilitation of training sessions in both official languages;
  • Support the development an eReferral/eConsult Governance Model;
  • Support the development of an eReferral/eConsult Operational Support Framework;
  • Support the creation of other project deliverables, as needed;
Mandatory Exerpience:
  • must meet or exceed one of the following combinations of education or certification and experience in the resource role:
  • University Degree Or
  • Community College Diploma Or
  • Special Experience Equivalency;
  • 5 years of Business Analyst work with demonstrated Digital Health experience, responsible for business requirements elicitation, workshop facilitation, use case analysis and business process/workflow design activities;
  • Ability to travel to sites within NB for face-to-face meetings occasionally.
  • 2 years of demonstrated experience supporting change management activities in support of digital health initiatives;
  • Certification in Change Management.
  • Excellent verbal and written communication skills in English and French. Must be bilingual.
Desired skills:
  • Demonstrated experience as a lead business analyst within a healthcare setting in a Canadian jurisdiction, related to both project and operations work. Please provide examples of both projects and operations related work. Preference will be given to candidates with experience in the New Brunswick context. 5+ years
  • Demonstrated experience in facilitating sessions with diversified groups of clinical and non-clinical Subject Matter Experts and stakeholders, resulting in clear and concise business requirements 5+ years
  • Demonstrated experience in identifying and assessing change impacts to the organization\'s business processes and technology solutions; 2 + years
  • Demonstrated experience in the development of communications to various stakeholder groups, in support of changes brought about by a new program and/or initiative; 2+ years
  • Demonstrated experience in the development of various training tools and/or reference guides, in support of the changes brought about by a new program and/or initiative; 5+ years
  • Demonstrated experience engaging with various clinical and non-clinical stakeholders in contributing to effective change; 5+ years
Deliverables:
  • Business Requirements and Workflow Documentation: Identifies requirements specific to eReferral provincial expansion to various specialties and/or services. Workflow process mapping will also be key in identifying change impacts to clinical stakeholders.
  • Communication Plan and Supporting Communications to various Stakeholders: The Communication Plan will serve as a guide to the communication and sponsorship efforts throughout the duration of the project. It is a living and working document and is updated, as audience needs change. It explains how to convey the right message, from the right communicator, to the right audience, through the right channel, at the right time. It addresses the six basic elements of communications: communicator, message, communication channel, feedback mechanism, receiver/audience, and time frame. The development of specific communications to each stakeholder group will be referenced as part of the communication plan.
  • Stakeholder Engagement / Assessment: The development of a Stakeholder Engagement Framework will outline the models for engagement, key actions, approach to risk oversight. Guiding principals will be developed to guide the engagement approach to support both the project and operational context.
  • Training Strategy, Content, Workshop/Training Facilitation: The Training Strategy will identify training needs, establish development gaps (present and future), set organizational training objectives and create a training action plan. The development of the training content will support how each of the various stakeholders will interact with the digital solution and new business processes. Content will include the creation of training tools, guides, videos, and FAQs. Workshop/training facilitation will include the delivery of training to support changes in business processes, as well as end-user training related to the new digital solution in both office languages.
