Key Responsibilities
Technical Plans Review and Application AssessmentExecutes detailed plan examinations, prepares and issues status letters and building permits for minor projects (e.g., decks, sheds, small accessory structures), ensuring full compliance with Part 9 of the OBC and applicable law.
Conducts advanced-level reviews of all types of building permit applications digitally and over the counter ensuring compliance with applicable law and submission standards, under the Ontario Building Code (OBC).
Leads the pre-screening process on the E-Portal, verifying application completeness and ensuring accuracy of applicant-submitted data in AMANDA; makes necessary modifications.
Provides direction to applicants through AMANDA communications on the E-Portal regarding missing documentation, drawings, applicable law, and outstanding approvals.
Leads the validation process for subdivision house applications, confirming completeness and verifying firebreak lot allocations.
Confirms status and conditions of Site Plan Approval (SPA) at time of permit intake for ICI applications and ensures regulatory alignment with SPA conditions.
Reviews and verifies permit fees, calculates refundable deposits, and determines deposit requirements in alignment with municipal policies; ensures Development Charges are paid prior to permit issuance.
Document Management and Regulatory ComplianceProvides expert guidance to applicants on inspection procedures, required inspections, and booking processes for mandatory building inspections.
Ensures ongoing accuracy and integrity of permit records; prepares finalized documentation for upload and archival in AMANDA.
Oversees and verifies the tracking of firebreak lots within subdivision developments for regulatory and safety compliance.
Drafts and finalizes Conditional Permit Agreements, ensuring legal accuracy and alignment with municipal standards.
Leads the request and review process for Title Search documentation in relation to Conditional Permit Agreements and Orders, ensuring legal and procedural compliance.
Drafts Orders pursuant to the Building Code Act.
Compiles various building permit related reports including statutory reports such as those for Tarion.
Manages and follows up on stagnant permit applications to ensure progress.
Building Permit Intake and Application SupportProvides senior-level expert support to Building administrative team and plays a vital supporting role to the Plans Examiners.
Manages and responds to complex and escalated inquiries from applicants and stakeholders regarding building permits, providing senior-level interpretation and guidance; refers exceptional cases to the Senior Plans Examiner or Management, including the Chief Building Official as required.
Exercises delegated authority from the Chief Building Official to determine permit type, assess application completeness, calculate fees, and accept or refuse applications in accordance with Section 1.3 of the OBC.
Provides technical support and intake coordination for Institutional, Commercial & Industrial (ICI) building permit applications, ensuring completeness and compliance with submission standards.
Customer Service and ConsultationDelivers advanced technical consultation to customers regarding detailed requirements of Part 9 of the OBC, supporting accurate and code-compliant applications.
Educates and advises applicants, designers, and stakeholders on the end-to-end permit application process, regulatory requirements, and submission standards.
Collaborates and coordinates with Builders, Inspectors (Building/Mechanical), Planners, Designers, and Homeowners to monitor and facilitate permit processing, ensuring timely resolution of issues and alignment with municipal standards.
Education and Experience
Minimum QualificationsThree (3) year college diploma in Business Administration, Architectural Technology or Engineering Technology.
Successful completion of the qualification exams in "General Legal" and "House" as administered by the Ministry of Municipal Affairs and Housing.
Valid (Building Code Identification Number) BCIN Designation, issued by the Ministry of Municipal Affairs and Housing (MMAH).
Minimum of thirty-six (36) months related experience, preferably in a municipal environment.
Strong knowledge and demonstrated working experience with the Part 9 of the OBC, Applicable law and Zoning By-law.
Strong knowledge of Bluebeam software and the E-Portal (Random Access) for digital building permit submissions.
Familiarity with the AMANDA and GIS software.

Working ConditionsWork is located at the Garden Street Branch, predominantly at a desk.
Works around various clients to provide services and customer service.
Exposure to interruptions and occasionally dealing with upset members of the public.
Required to work independently with minimal supervision on a regular basis.
Salary Range/Hourly rate:
$32.60 - $40.77

Current shift schedule: Monday to Friday, 8:30 a.m. - 4:30 p.m., 35 hours per week. Hours of work may be subject to change, shifts may be scheduled between the hours of 6:00 a.m. and 9:00 p.m., Monday to Saturday.
