POSITION SUMMARY





Reporting to the Director of Planning and Development, the Building Inspector III is responsible for managing intricate construction projects across residential, commercial, and industrial sectors. Beyond project oversight, this position assumes a leadership role, offering guidance and mentorship to junior Building Inspectors. Duties include deciphering complex blueprints and specifications, providing technical support to less experienced staff, and addressing challenging code compliance issues. The Building Inspector III assumes a crucial role in upholding regulations, investigating complaints, and coordinating necessary enforcement actions. Collaboration with diverse stakeholders such as engineers, architects, and contractors is essential to ensure compliance with standards and the effective implementation of corrective measures.


EDUCATION/EXPERIENCE




A Post-Secondary Diploma in Building, Civil Technology or a Red Seal in an applicable trade is considered an asset Minimum of 5 years of experience in building inspection Experience coaching, mentoring or leading is considered an asset Previous experience with a First Nation organization is an asset

REQUIREMENTS




Level III - Registration as a Building Official, BOABC Level 3 Qualification, and POABC Level 1 Qualification, An active member in good standing with the Building Officials Association of British Columbia (BOABC) Valid Class 5 BC Driver's license with acceptable driver's abstract Acceptable criminal record check is required

JOB DUTIES/RESPONSIBILTIES




Respond to public enquiries regarding the Building law and building inspection process Conducting inspections of new residential and commercial and Industrial construction, alterations, and repairs to ensure compliance with building codes and regulations Review building plans and blueprints to ensure they meet code requirements before construction begins Documenting inspection findings and preparing reports Receive, review, and issue building permits and business licenses Maintain detailed and accurate records of the building permit and inspection process Inspect property and construction site for compliance with the applicable Building law, Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures, and as assigned by the Director of Planning and Development

KNOWLEDGE/SKILLS/ABILITIES




Commitment to ongoing learning and staying updated on changes in building codes, regulations, and industry best practices through continuing education and professional development opportunities Building Inspector III's must have advanced skills in conducting inspections of complex and high-risk construction projects. This includes the ability to identify and evaluate compliance with building codes, zoning regulations, and safety standards Building Inspector III's often supervise and provide guidance to junior inspectors or staff. They should possess leadership skills to effectively delegate tasks, provide training, and mentor team members Working collaboratively with Indigenous communities involves recognizing their inherent sovereignty and rights to self-determination. This includes engaging in meaningful consultation, negotiation, and partnership-building processes to ensure their meaningful participation in decision-making processes that affect them Cultural Competence and understanding and respecting the values, traditions, customs, and protocols of Indigenous peoples. This includes knowledge of their history, cultural practices, and the impacts of colonization Ability to listen attentively and empathetically to the perspectives, concerns, and needs of Indigenous individuals and communities. This involves being open-minded, non-judgmental, and receptive to different viewpoints Strong understanding of legal and regulatory frameworks governing building construction, zoning regulations, and land use ordinances. This includes staying updated on changes in building codes and regulations through continuing education and professional development Ability to effectively solve problems and resolve conflicts using tact and diplomacy Strong Knowledge of construction techniques, materials and processes is crucial for assessing whether work meets code requirements. This includes knowledge of common building materials, construction methods, and best practices in the industry Ability to interpret architectural and engineering drawings, blueprints, and plans to ensure compliance with code requirements Considerable knowledge of structural, civil, geotechnical, mechanical and electrical engineering pursuant to the BC Building Code Strong interpersonal skills with proven ability to communicate effectively, verbally and in writing Strong computer skills with specific experience working with Microsoft Office (Excel, Word, Outlook, etc.) Ability to take precise notes, effectively summarize, and format them into an established template Sound knowledge of applicable Westbank First Nation, municipal, provincial and federal legislations
