If you are an innovative thinker with a positive attitude and a commitment to quality, we want you to help us make St. John\'s a city where people want to live and feel they belong.The OpportunityEnsure the efficient delivery of building inspections including receiving and checking building permit applications, examining plans, approving permits for issuance and inspections on all types of construction to ensure building codes, life safety codes and City By-Laws are adhered to.Accountabilities

  • Inspects construction, maintenance and repair work for compliance to applicable Codes/By-Laws. Investigates and follows through on complaints.
  • Prepares reports/notices of violations including referrals for additional action such as legal, condemnation/demolition, having repair work performed by other sources at owners expense. Appears in court, from time to time, as a witness for the City to substantiate actions.
  • Provides a variety of technical information to homeowners, contractors, outside agencies, and professionals.
  • Inspection duties relative to this position are based on the below schedule which will form part of this position description. The Building Inspector Trainee will be responsible primarily for items 1 - 3 but assigned limited work in items 4 - 8. Moderate assistance would be required in areas 1 - 3 with close assistance in areas 4 - 8.

NC = New Construction1. MS - garbage, debris, wrecks, general property condition, various by-laws.2. MS - exterior building condition (primarily residential/small buildings).3. NC - decks, fences, accessory buildings, etc.4. MS - interior inspections, 1 & 2 family dwellings.5. MS - interior inspections; small buildings, primarily residential.6. NC - small extensions, renovations.7. NC - 1 & 2 family dwellings.8. NC - Part 9 (NBC) buildings.9. MS - interior inspections, major buildings.10. NC - Part 3 (NBC) buildings.Assistance might be defined as: guidance/training received from superiors and senior inspectors in code interpretation, inspections, policies and procedures, report/notice writing, etc.Description disclaimerThe successful applicant will be required to participate in all training programs applicable to this position and other related work. College Diploma in: Civil Engineering Technology or Architectural Engineering Technology or equivalent and must be eligible for certification of a designation by The Association of Engineering Technicians and Technologists of Newfoundland and Labrador (P. Tech., CET, AScT).Specific Skills / Certifications -
  • Interpret and administer various By-Laws with tact and impartiality.
  • Communicate effectively with homeowners, contractors, outside agencies and other City Departments.
  • Work independently, with minimum supervision and in a team setting.
  • Strong organizational skills in establishing, maintaining a variety of files and records, both electronically, and paper copies.
  • Exercises good judgement and makes effective, sound, timely and informed decisions, which may affect public safety.
  • Exceptional observing, problem solving and decision-making skills.
Other:
  • Must possess a Class 5 Driver\'s License and provide a certificate of conduct.
  • Must provide own vehicle. Vehicle allowance paid in accordance with collective agreement.
Working Conditions
  • Office and outside work in all weather conditions.
  • High paced environment with many interruptions that shift priorities daily.
  • High level of attention and concentration while driving and on construction sites.
  • Dealing with members of the public at times.

The City of St. John\'s has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.\xe2\x80\x9dHours of WorkMonday - Friday
9:00 a.m. - 4:30 p.m. (6.75 hours per day)
