About the role
Join the Housing Programs team under Financial Operations in the Bilingual Specialist, Assisted Housing position. In this role, you will support projects approved under CMHC\'s various lending and housing programs through the contract negotiation process to the advancing and disbursement of funds. Your role will help ensure housing projects funded by CMHC are successfully constructed or renovated, while also ensuring that risks to CMHC are appropriately managed.

This is a temporary position of a duration of 24 months.

What you\'ll do:
  • Prepare and support our clients in the execution of loan agreements and supporting documents in consultation with legal partners.
  • Recommend funding advances and monitor the ongoing construction of housing projects.
  • Perform in-depth analysis of legal documentation and professional third-party reports such as appraisals, quantity surveyor reports and environmental site assessments, to assess risks to CMHC and recommend appropriate solutions.
  • Analyze and maintain complex information critical to the development of reports related to program outputs and outcomes, identify gaps, and take steps to ensure they are rectified.
  • Apply sound judgment and decision-making practises that are factual and based on complex analysis to derive recommendations and solutions.
  • Work closely with various professionals and external experts to validate and facts and data.
  • Establish and maintain meaningful relationships with clients in addition to other relevant stakeholders to gain a thorough understanding of the operations and environment.
  • Ensure financial and budget authority limits are respected.
What you should have:
  • An undergraduate degree in business administration, commerce, or an equivalent combination of education and experience.\xe2\x80\xa2
  • A minimum of five years of relevant experience in real estate law, construction financing or commercial banking.
  • Demonstrated superior analytical and problem-solving skills with demonstrated ability to capture and synthesize information and propose viable solutions.
  • Strong communication skills (written and oral) in both official languages (French in English).
  • Demonstrated client management skills with the ability to negotiate with clients and arrive at acceptable solutions, sometimes in controversial conditions and tight time constraints.
  • Ability to establish and maintain effective working relationships.
  • Demonstrated analytical experience dealing with complex legal matters including loan agreements, operating agreements and construction lien acts.
  • Good organizational skills, including project management and the ability to undertake and complete multiple concurrent tasks and strong decision-making skills.
It would be great if you also had:
  • Demonstrated experience in program administration and property development is an asset.
  • A certification in Real Estate Finance (CRF), Certified Property Manager (CPM), Chartered Financial Analyst (CFA), Professional Quantity Surveyor (PQS), Canadian Risk Manager (CRM) or Accredited Appraiser Canadian Institute (AACI) designation.
  • Experience in construction financing, construction loan management or funding.
  • Knowledge of multi-unit residential lending industry and practices.
