Join the Policy Development Team where we accelerate housing affordability through evidence-based policy advice. In this role as Senior Manager for Housing Finance Policy, you will lead a team to influence and address public policy matters to sustain a resilient housing finance system and support overall financial stability. You will apply a broad range of leadership, strategic policy and analytical skills.

Responsibilities:
  • Manages and leads the development of options and recommendations for government actions and investments to address complex housing challenges and contribute to broader financial system stability and social and economic benefits for Canadians.
  • Leads and manages the development of Memoranda to Cabinet, Treasury Board submissions, position papers, background documents and briefing materials for senior management and the Minister, as well as brief\'s senior management/Ministers on complex housing issues.
  • Keeps up to date with other policymakers, industry players and key opinion formers to shape policy and political dialogue on the future of housing finance.
  • Takes a lead role in ensuring the existing policy and regulatory frameworks remain relevant and continue to support federal priorities, CMHC\'s mandate and corporate priority objectives.
  • Establishes and builds relationships with diverse stakeholders, central agencies (including Department of Finance), other federal departments and agencies such as Bank of Canada, to seek their expertise and support to advance horizontal and/or sensitive policy files and to ensure that interlinkages to housing are adequately considered in their policy development.
  • Monitors best practices, oversees the assessment of their potential applicability to CMHC\'s objectives, and formulates proposals for the development and implementation of new policies, programs or products, working with other internal sectors and external partners.
  • Guide and coach a team of policy analysts and contribute to divisional, sector, and corporate people leadership objectives.
Minimum Qualifications:
  • Undergraduate degree in economics, business administration, commerce or public administration or a related field.
  • Minimum of ten years of experience using research and analytical techniques to provide advice and recommendations to senior government officials and ministers, including identification of key considerations, risks and mitigation strategies.
  • Minimum of 5 years of leadership experience leading through change.
  • Demonstrated business acumen and in-depth knowledge of the housing finance system.
  • Experience developing and maintaining relationships, including with external partners, and applying political sensitivity.
  • Highly developed oral and written communication skills and ability to brief clearly and succinctly.
  • Well-developed quantitative/qualitative analysis skills and well-developed research skills.
  • Strong planning and project management skills.
  • Bilingual (French and English).
Preferred Qualifications:
  • Graduate degree(s) and/or professional certification(s).
