Job Description

This position reports directly to the Director, Acadian and Francophone Affairs (AFA. The purpose of this position is to administer, in collaboration with the director, all aspects of the Canada-Pei agreement on French language services and the Quebec-PEI cooperation and Exchange. The incumbent will also provide support to the AFA team on other short-term projects. Duties will include:

  • Administer all aspects of the Agreement, an agreement with Canadian Heritage managed by the Acadian and Francophone Affairs (AFA) Secretariat on behalf of the provincial government;
  • Receive, analyse and evaluate project applications and make approval recommendations to the Director;
  • Research and compile various sources of performance and financial data for the purpose of preparing annual reports;
  • Prepare interim and final financial claims on a semi-annual and annual basis;
  • Ensure payments are made to government departments and agencies accessing funds through the Agreement;
  • Monitor detailed expenses of the Agreement using the Oracle financial information System as well as tools to track the allocation of funds available through the Agreement;
  • Provide functional guidance and support to French Language Services Coordinators and staff of AFA and other government departments and agencies regarding possible projects, project applications and project evaluations;
  • Prepare briefing materials on the Agreement for the Director, Deputy Minister and Minister;
  • Prepare and deliver presentations on the Agreement to government departments and agencies and other stakeholder groups;
  • Support the Director of AFA in the negotiations of new agreements for each five-year cycle of the Agreement;
  • Administer all aspects of the Quebec-PEI Cooperation and Exchange Agreement, a bilateral agreement with the Government of Quebec which is managed by the Acadian and Francophone Affairs Secretariat on behalf of the provincial government;
  • Develop, implement, monitor and evaluate a variety of projects in support of the goals of AFA. Those may include projects related to Translation Services, major events or government-wide initiatives;
  • Other related duties as required.
Minimum Qualifications:
  • Must have a University degree in a related field of study.
  • Experience in project management principals including planning, monitoring and evaluation.
  • Experience providing information and guidance to clients or management.
  • Demonstrated equivalencies will be considered.
  • Applicants must be bilingual with demonstrated competency in written and verbal communication skills in French and English.
  • Must have strong interpersonal skills with the ability to foster collaboration and partnerships to achieve common goals.
  • A positive solutions focused attitude, with attention to detail and ability to meet tight and multiple deadlines.
  • Ability to work independently and within a small team, demonstrating resourcefulness and managing competing priorities.
  • Proven organizational skills, well-developed time management skills with ability to prioritize and adapt to evolving needs.
  • Demonstrated analytical skills with strong analytical and problem-solving skills.
  • Proficiency in the use of Office 365.
  • Hold a valid driver\xe2\x80\x99s license.
  • Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
Other Qualifications:
  • Experience in the administration or monitoring of financial agreements is considered an asset.
  • Experience working with Oracle Financial Information System is considered an asset.
  • Knowledge of financial administration in the public sector is considered an asset.
  • Knowledge of the PEI provincial government is considered an asset.
  • Knowledge of the Acadian and Francophone community of PEI is considered an asset.
