POSITION: Bilingual Case Manager, Intake and Assessment

REPORTS TO: Senior Manager, Intake and Assessment

CLASSIFICATION LEVEL: M1

LOCATION: Ottawa, ON or Winnipeg, MB

We are seeking candidates who can work from our Ottawa or Winnipeg office.



Overview of Position

The Case Manager, Intake and Assessment, is responsible for receiving, processing and following up on reports submitted to the Canadian Safe Sport Program (CSSP). The Case Manager is responsible for following rules and processes with the intake of complaints, reports, and requests while ensuring timely responses to reporting persons. Managing the initial intake process and preliminary inquiry process, the Case Manager must ensure that all aspects are trauma responsive, timely, reliable, and procedurally fair. The Case Manager works with external entities such as law enforcement, child welfare, and other authorities. They also coordinate with the Victim Support team on cases that fall outside of the CSSP jurisdiction.

DUTIES AND RESPONSIBILITIES

Case Management

Manage intake, follow-up, and provide initial review of assigned complaints, reports, and requests. Includes collecting information to assess jurisdiction and authority, as needed. Gather information on assigned complaints, reports, and , and follow up with the reporting person as needed. Flag anonymous reports and provide initial assessment with recommendations to the
Senior Manager, Intake and Assessment.

Flag reports that potentially involve a child in need of protection and/or of a potentially illegal nature to the Senior Manager, Intake and Assessment*, and/or

Director, Intake and Assessment.

For inactionable reports, prepare closure of reports, by ensuring proper documentation of notes, and various notices for assigned complaints, reports and assessments, as directed. Prepare, as directed, relevant notices and communications to senior leadership and independent investigators/assessors involved in assigned complaints, reports, and assessments. Maintain and update the case management system for assigned complaints, reports, and requests while recommending improvements to enhance its effectiveness. In collaboration with the Senior Manager, Intake and Assessment, and Director, Intake and Assessment*, contribute to the development and ongoing improvement of case management standard operating procedures, document templates, and best practices.

Coordination with Victim Support

Work with the Manager, Victim Support, and/or the Manager, Support Services*, on cases requiring support services and ensure timely follow-up with the reporting person.
Ensure appropriate communication on cases outside of the CSSP jurisdiction in which support services may assist.
Policy Development and Research

Contribute to ongoing development of the CSSP and other related policies and recommend amendments to senior leadership based on feedback. Provide feedback on advancements with internal metrics and intake and case management systems. Ensure the Senior Manager, Intake and Assessment*, is updated on case load, trends, and issues.
Support research efforts as required by senior leadership.
CCES Quality Management System

Be aware and knowledgeable of the position's responsibilities within the Quality Management System. Comply with relevant quality system processes and recommend process changes/revisions as appropriate. Identify potential risks and help identify and manage risk mitigation strategies. Log stakeholder feedback/comments in the Quality Database for tracking and appropriate follow-up.
General Responsibilities

Other duties as assigned by the Senior Manager, Intake and Assessment, and/or the Director, Intake and Assessment*.

QUALIFICATIONS AND COMPETENCIES

University degree in law, criminology or a relevant field or equivalent combination of education and experience. Over one year of on-the-job experience and/or performing similar duties required. Demonstrated success in managing an intake and preliminary inquiry process. Successful track record of performing effectively in a team setting and driven by team success. Able to work in a collaborative, supportive fashion in a way that promotes the organization's best interests in keeping with the CCES corporate culture. Knowledge of the greater Canadian sport community. Strong understanding of current ethical issues impacting sport. Professional conduct, sound judgement, and leadership skills. Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, peers, and external parties. Highly conscious and aware of confidentiality and integrity, with the ability to manage and interpret sensitive and confidential data. Strong organizational skills, accuracy, and attention to detail are essential. Demonstrated time management, problem solving, and conflict resolution skills. Proficient in MS Word, Excel, PowerPoint, Outlook. Excellent English verbal and written communication skills. French verbal and written communications skills preferred

Description du poste

La personne titulaire du poste est responsable de la reception, du traitement et du suivi des signalements presentes au Programme canadien de sport securitaire (PCSS). Elle est chargee de faire appliquer les regles et les procedures lors de la reception des plaintes, des signalements et des demandes, tout en garantissant une reponse rapide aux personnes a l'origine d'un signalement. Elle doit gerer tous les aspects du processus de reception initial et d'enquete preliminaire pour en assurer la rapidite, la fiabilite et l'equitabilite, tout en tenant compte des traumatismes. Le ou la titulaire du poste collabore en outre avec diverses instances externes, comme les forces de l'ordre et les services de protection de la jeunesse. Dans le cas ou un signalement ne releve pas du PCSS, elle assure egalement la coordination avec l'equipe de soutien aux victimes.

ROLES ET RESPONSABILITES

Gestion des dossiers

Gerer la reception, le suivi et l'examen initial des plaintes, des signalements et des demandes qui lui sont confies. Il s'agit notamment de recueillir des renseignements en vue d'evaluer si le CCES accepte la competence et l'autorite, le cas echeant. Recueillir des renseignements concernant les plaintes, les signalements et les evaluations, et assurer le suivi avec la personne a l'origine du signalement, le cas echeant. Aviser le ou la gestionnaire principal(e), Reception et evaluation*

du signalement et lui fournir une evaluation initiale accompagnee de recommandations.

Aviser le ou la gestionnaire principal(e), Reception et evaluation*, ou la

Direction, Reception et evaluation
de tout signalement susceptible d'impliquer un enfant ayant besoin de protection ou des evenements de nature potentiellement illegale.

Clore les signalements non recevables en veillant a ce que les notes et les avis concernant les plaintes, les signalements et les evaluations soient documentes comme il se doit. Preparer, selon les directives, les avis et communications pertinents destines a la Direction generale et aux personnes chargees de l'enquete/l'evaluation independante impliquees dans les processus de plaintes, signalements et evaluations. Tenir a jour le systeme de gestion des dossiers de plaintes, de signalements et de demandes, tout en formulant des recommandations pour en ameliorer l'efficacite. En collaboration avec le ou la gestionnaire principal(e), Reception et evaluation, et la Direction, Reception et evaluation*, participer a l'elaboration et a l'amelioration continue des methodes de fonctionnement normalisees, des modeles de documents et des pratiques exemplaires en matiere de gestion de dossiers.

Coordination avec l'equipe de Soutien aux victimes

Travailler avec le ou la gestionnaire, Soutien aux victimes et/ou le ou la gestionnaire, Services de soutien*, le cas echeant, et assurer le suivi avec la personne a l'origine du signalement.
Dans les cas ne relevant pas du PCSS pour lesquels les services de soutien seraient susceptibles d'intervenir, assurer les communications requises.
Recherche et elaboration de politiques

Contribuer a l'elaboration continue des politiques du PCSS et d'autres politiques connexes, et recommander des modifications a la Direction generale en fonction des retroactions obtenues. Discuter des progres realises en ce qui a trait aux indicateurs internes et aux systemes de reception et de gestion des signalements. Veiller a ce que le ou la gestionnaire principal(e), Reception et evaluation*, soit au courant de la charge de travail, des tendances et des enjeux.
Soutenir les efforts de recherche a la demande de la Direction generale.
Systeme de gestion de la qualite du CCES

Connaitre les responsabilites du poste dans le cadre du systeme de gestion de la qualite. Respecter les processus de gestion de la qualite et recommander des modifications s'il y a lieu. Detecter les risques et etablir des strategies pour les attenuer. Entrer les commentaires des partenaires dans la base de donnees aux fins de suivi.

EXIGENCES

Diplome universitaire en droit, en criminologie ou dans un domaine pertinent, ou une combinaison equivalente de scolarite et d'experience. Au moins un an d'experience dans des fonctions similaires. Aptitude demontree en gestion de processus de reception de signalements et d'enquete preliminaire. Capacite averee a travailler efficacement en equipe et desir de contribuer au succes de l'equipe. Capacite a travailler de facon collaborative au service de l'organisation et conformement a la culture du CCES. Connaissance de la communaute sportive canadienne elargie. Comprehension approfondie des enjeux ethiques dans le sport. Conduite professionnelle, bon jugement et competences en leadership. Excellent entregent, tact, diplomatie et capacite de travailler efficacement avec collegues, pairs et parties externes. Grande conscience des principes de confidentialite et d'integrite, en plus d'une capacite a gerer et a interpreter des donnees sensibles et confidentielles. Excellent sens de l'organisation et grand souci de l'exactitude et du detail. Competences averees en gestion du temps et en resolution de problemes et de conflits. Maitrise de MS Word, Excel, PowerPoint et Outlook. Excellente aptitude a communiquer en anglais (oral et ecrit). Excellente aptitude a communiquer en francais (oral et ecrit), un atout.
