About Community Financial Counselling Services (CFCS)
Community Financial Counselling Services (CFCS) is a non-profit, United Way-funded agency dedicated to empowering Manitobans facing financial challenges and barriers to service. We employ a Financial Empowerment model of poverty reduction, providing crucial coaching, counseling, financial literacy, tax preparation, and access to benefit services for low-income individuals and families. Our mission is to foster financial stability and well-being within our community.
Position Overview
As a vital member of the Tax & Benefits Team, the Benefits & Outreach Facilitator will provide training and support for volunteer tax preparers, resource development, financial literacy workshops, implementation of tax filing and access to benefits clinics, community capacity building, and community advocacy. The incumbent will be an enthusiastic, motivated, and self-directed individual whose contributions are a key part of a participatory and collegial team.
Key Responsibilities
Service Delivery:
Meet with clients in person and virtually assess benefit eligibility, explain benefit programs and credits, complete benefit applications, and navigate benefit application barriers and issues.
Participate in Tax & Benefits program funded projects and other initiatives to improve access to and awareness of financial empowerment, including Get Your Benefits!, For Every Family, Financial Wellness in First Nations communities, and more.
Community Outreach & Engagement:
Attend tax clinics, resource fairs, and other events to support or deliver tax filing, access to benefits, and other financial empowerment initiatives.
Develop and deliver workshops and information sessions to the community and community organizations/groups.
Develop relationships with community organizations and service providers strengthening connections and providing opportunities for future collaboration and service provision.
Training & Resourcing:
Serve as a tax resource for staff and volunteers.
Facilitate annual tax and benefit training sessions for staff and volunteers within CFCS and other community organizations, as required.
Develop and maintain new training resources, tools, and job aids for tax clinics operations and preparations.
Qualifications, Skills and Abilities:
Empathy & Client Focus:
High levels of empathy for navigating conversations with culturally and economically diverse clients, volunteers, and partners. Ability to recognize the importance of individual capacity building, self-determination, and empowerment through a personcentered, strength-based approach to client and community engagement. The capacity to effectively communicate the CFCS Tax & Benefits Program's vision and objectives in the community and to engage with participants compassionately, empathetically, and without judgment.
Communication & Interpersonal Skills:
Active listening skills with conflict resolution experience. Flexible, adaptable, and willingness to take on new tasks and directions.
Teamwork & Independence:
Able to work independently and as part of a collaborative team. Experience working with and developing resource networks, and familiarity with local community agencies that serve low-income individuals.
Tax & Benefits Expertise:
High levels of skill and knowledge in tax & benefit matters for CVITP eligible clients including personal income tax filing, Manitoba and Federal benefit programs, eligibility criteria, application processes, navigational challenges, and systems.
Technical Proficiency:
Proficiency with tax software (e.g., UFile, TurboTax). Group facilitation skills with experience in using technology for delivering in-person and virtual training, and implementation of adult learning principles. Proficiency with software including Microsoft Office products, UFile, Airtable, Google products, Canva, virtual presentation/communication platforms, and general internet usage.
Requirements:
A valid CRA EFILE license and RepID (or be eligible to obtain)
Police Information Check
Class 5 driver's license and access to a reliable vehicle for travel within Winnipeg
Education:
Recognized post-secondary training in a related field (e.g., social services) or equivalent combination of education and experience.
Training in personal Income Tax preparation and Access to Benefits, preferred
