Job Summary
Bring your leadership skills to this professional and results-focused environment The Policy & Legislation Division provides policy analysis and advice to the Minister of Finance, Cabinet, the Deputy Minister of Finance, and other senior government officials. The Division is responsible for tax policy, intergovernmental fiscal relations, providing strategic oversight of BC Assessment, administering the annual Property Assessment Review Panel process, financial and corporate sector policy and data analytics, and directs the implementation of related government decisions through development and preparation of legislation. The Financial and Corporate Sector Policy Branch provides advice to the Minister of Finance on policy and legislation respecting financial institutions, securities law, pension standards, real estate regulation and corporate governance frameworks. The overall objective of the Financial and Corporate Sector Policy Branch is a fair, effective and efficient legal framework for the financial, real estate and corporate and commercial sectors, which facilitates economic activity and protects the public interest. The Strategic Policy Advisor is a seasoned policy professional who is assigned primary responsibility for conducting policy and legislative reviews, making recommendations on policy issues and responding to inquiries on policy concerning financial institutions, securities, real estate licensing and marketing, corporate and commercial frameworks, mortgage brokers and pension standards. The Strategic Policy Advisor provides analytical leadership within the branch by coordinating policy reviews and other projects and by providing general guidance and direction to less experienced analysts. The Strategic Policy Advisor is responsible to the Director or Executive Director for the overall success of a review or project including the quality of the analysis, practicality of the recommendations and completion within specified time periods. Within his or her assigned areas of responsibility, the Strategic Policy Advisor anticipates and identifies significant issues, establishes their scope and determines the need for direction from senior staff or the Minister and proposes policy research and development projects for approval of the Director and Executive Director. With minimal or no direction, the Strategic Policy Advisor consults with senior officials, both in and out of government, the legal community, interest groups and the general public in order to obtain input for policy analyses and draft legislation. The Strategic Policy Advisor works closely with Legislative Counsel in drafting legislation and with operational and program branches, assisting in the implementation of policy decisions through changes to administrative systems, interpreting legislation, and explaining policy decisions. The Strategic Policy Advisor briefs the Director, Executive Director, Assistant Deputy Minister, Deputy Minister, Minister and Cabinet committees, both verbally and through the preparation of briefing notes, issue papers and discussion papers, as required. The Strategic Policy Advisor is also responsible for preparing responses to correspondence and ongoing monitoring of issues within his or her areas of responsibility. Job Requirements:

Education and Experience:

  • University degree in law, economics, public administration, business or related discipline (preference may be given to candidates with a graduate degree); OR
  • An equivalent combination of education, training and experience may be considered.
  • Minimum two years\xe2\x80\x99 related experience conducting independent research, analysis, and advice on complex issues, including evaluation of options and recommendations. Preference may be given to candidates with recent and/or more years of related experience.

Preference may be given to candidates with the following experience:
  • Experience managing legislative or policy projects and implementing policy decisions.
  • Experience conducting research on issues affecting the financial services or corporate and commercial sectors.
  • Experience preparing briefing materials and briefing senior officials.
  • Experience consulting and corresponding with senior officials, both in and out of government.
  • Experience in consulting and corresponding with industry representatives and the general public, including explanation of technical details on complex issues.

About this Position:
There are 2 positions available. One position is a regular full time position. The second position is a temporary opportunity until Sept. 8, 2023. A permanent appointment may result from this temporary appointment.
These positions are located in Victoria. Vancouver may be considered. Flexible work options are available based on operational requirements; this position may be able to work at home as per the Telework Agreement.
