The Associate Manager, Finance must exercise tact and diplomacy when dealing with CHC customers and represent CHC in a positive manner. Reporting to the Manager, Financial Planning & Analysis (MFPA), or designate, the Associate Manager, Finance (Capital) will support Windsor Essex CHC\xe2\x80\x99s capital funding and manage its capital asset inventory, subledger and financial reporting processes. This position will also directly support CHC\xe2\x80\x99s efforts in renewing its properties and developments through new builds, redevelopments, and revitalizations. The Associate Manager, Finance must have excellent financial analysis and modelling skills, communication and report writing skills, and the ability to think strategically and problem-solve outside-the-box.
Responsibilities:
  • Support the Manager, Financial Planning & Analysis (MFPA) and CHC\xe2\x80\x99s Capital Department in preparing and monitoring CHC\xe2\x80\x99s annual capital budget and capital project plan. Monitor actual results against budget and provide in-depth analyses and proposals to manage variances.
  • Manage the capital asset ledgers for CHC including continuity schedules for additions, retirements, sales, amortization, and other changes. Reconcile ledgers for accuracy and completeness over reporting for both balance sheet and related income statement accounts.
  • Support the MFPA and CFO in analyzing strategic opportunities and decisions, through detailed data analysis, research, financial modelling and the preparation of presentations and papers. Prepare analysis related to infrastructure funding and opportunities.
  • Provide finance support and advice on the delivery of major capital infrastructure projects for CHC. Actively participate and contribute to the planning, assessment, financing, delivery and monitoring of the project. Act as a trusted finance advisor and as the finance lead on cross-functional project teams. Work collaboratively to deliver against project objectives.
  • Ensure the integrity, quality, and logic of capital asset information in CHC\xe2\x80\x99s information systems (primarily Yardi Systems Inc.). This includes managing general ledger codes, fund accounting and cost-center codes. Ensure Yardi modules for capital assets are used appropriately and accurately and make changes as appropriate.
  • Prepare and distribute monthly financial reports relating to capital assets and funding to allow management and other stakeholders to make timely and accurate decisions. Monthly reporting includes budget-to-actual results, forecasts, cash-flow reporting, reserve fund/equity reporting and operational-to-PSAS reporting.
  • Support the MFPA and CFO in managing CHC\xe2\x80\x99s reserve funds by ensuring reserve fund accounting is accurate and reconciled on a monthly basis.
  • Prepare working papers for the financial statements and notes as it relates to capital assets, reserve funds and equity. Support the annual external audit and prepare responses to audit questions.
  • Ensure financial reporting, continuity schedules and tangible capital assets schedule is prepared as required by PSAS. Develop and maintain corporate accounting policies and procedures for capital asset reporting in compliance with PSAS. Conduct research and analysis to assess the impact of new PSAS reporting requirements or other business process changes on asset reporting systems, policies and procedures.
  • Responsible for supporting the annual budgeting process.
  • Recommend benchmarks and key performance indicators relating to capital assets and capital funding.
  • Work collaboratively with the MFPA and CFO to improve processes on a continual basis.
  • Compile reports on performance, trends, and projections for management (as required, or requested). Advise other departments on matters related to capital assets, funding, and spending.
  • Assist the MFPA and CFO in carrying out special assignments.
  • Other duties as assigned from time to time.



Requirements:
  • An undergraduate degree in Business Administration, Accounting, Finance or Economics. Applicants must demonstrate knowledge in Canadian Generally Accepted Accounting Principles, and competency in Public Sector Accounting Standards.
  • Working towards a post-graduate degree in: Economics, Accounting (MAcc), Masters in Business Administration (MBA), or Chartered Professional Accountant (CPA) designation.
  • Minimum of 3 years of work experience in accounting or financial reporting.
  • Excellent financial modelling and analysis skills.
  • Knowledge of municipal finance, public policy or infrastructure planning an asset.
  • Ability to provide leadership to complex and cross-departmental projects and teams.
  • Excellent oral, presentation, and written communication skills with ability to effectively communicate information to a variety of audiences.
  • Excellent interpersonal, organizational, problem solving and analytical skills; coupled with the ability to prioritize activities to successfully meet deadlines.
  • Proficiency in the use of the Microsoft Office Suite with advanced knowledge of MS Excel.
  • Ability to work well under pressure, manage multiple work assignments, interpret, and implement company policies and procedures.
  • Ability to work outside normal business hours as required on occasion.
  • Strong work ethic and positive team attitude.
  • Ability to work remotely, if and/or when needed, within the Province of Ontario.
