Position Summary:

KCR Community Resources is seeking an Associate Director of Immigrant Services to provide compassionate leadership and strategic direction for programs that support newcomers on their settlement and language learning journeys. In this leadership role, you'll guide the Immigrant Services team including Language Instruction for Newcomers to Canada (LINC) programs, Resettlement Assistance, Case Management, and Settlement Services ensuring that services are culturally responsive, equitable, and grounded in community connections. You'll also represent KCR at local, regional, and provincial tables, building strong partnerships with funders, stakeholders, and community organizations.

Prime Functions:




Oversight of LINC Program


Provides leadership and strategic oversight of the LINC program, ensuring it aligns with organizational values, funder requirements, and community needs. Supports the LINC Coordinator and Lead Instructor in program delivery, staffing, and evaluation to ensure quality, inclusive, and culturally responsive instruction. Ensures LINC programming meets Canadian Language Benchmarks (CLB), PBLA guidelines and reporting requirements (e.g., iCARE, funder reports) are met. Oversees recruitment, training, and performance support for LINC instructional staff in collaboration with the LINC Coordinator. Maintains strong relationships with funders and stakeholders connected to language programming, contributing to proposals and reports as required. Monitors program budgets and ensures resources are in place for effective and equitable service delivery. Promotes integration of LINC services with other Immigrant Services programs to create a seamless newcomer experience.

Overseeing Development and Delivery of Effective Settlement Services


Identifies and oversees the development, implementation and evaluation of Resettlement, Case Management and Settlement programs and other Projects and resources in consultation with the Director of Services and the Executive Director. Oversees effective programming including monitoring of targets, participant outcomes and financial accountability and reporting on deliverables as per federal and provincial contracts. Ensures effective, regular evaluation processes are conducted and documented including participant/ volunteer satisfaction surveys. Ensures that all client information files are maintained in a confidential manner and disposed of in a secure fashion. Works in conjunction with the Director of Services in the development of marketing /promotional materials and visibility and ensures relevant materials/brochures for immigrants and external service providers are updated on a regular basis.

Demonstrate leadership qualities to Immigrant Service team


Fosters a trusting and welcoming office environment for the IS and RAP Teams and immigrant client service. Demonstrates the ability to provide 'soft leadership' via role modeling best practices, with excellence in immigrant and newcomer relations. Participates as a proactive member of the senior management team. Identifies gaps and issues for current and future resettlement and settlement services. Conducts ongoing consultations with participants, service providers and staff to identify needs. Participates in short-and-long term strategic planning and general senior management meetings. Represents the organization on Immigrant Services at conferences/forums as requested from time to time by the Executive Director. Maintains ongoing communication with key stakeholders and partners to enhance existing community partnerships. Participates actively in professional development opportunities.

Ensuring an effective, knowledgeable working team

In collaboration with the Managers and Coordinators, participates in hiring, orientation/training and developing new and current staff in Immigrant Services Department. Conducts and documents staff performance appraisals for staff probationary period and annual evaluations. Ensures effective two-way communication between management and staff.

Playing a leading role in identifying immigration trends and engaging proactively with funders and key stakeholders

Represents department on local, regional, provincial and national committees and advisory groups. Maintains positive relationships with funders and community stakeholders for ensuring resources are in place for quality service delivery. Supports Managers and Coordinators in delivering presentations on Resettlement and Settlement Services to key partners and organizations as appropriate.

Qualifications:




Post-secondary degree in Human Services, Education, Social Sciences, or a related field (Master's degree an asset). Minimum 3 years of progressive leadership experience in newcomer/immigrant services or related sectors, including staff supervision, program development, project management and financial monitoring. Strong knowledge of current community opportunities and challenges impacting newcomers. Demonstrated ability to lead teams using strengths-based and motivational approaches. Excellent organizational and time-management skills; able to balance multiple priorities effectively. Flexible and adaptable, with proven problem-solving and critical-thinking skills. Creative mindset with the ability to identify new opportunities and drive program innovation. Exceptional interpersonal and communication skills, both written and verbal, with cultural humility. Comfortable using technology and reporting tools; proficiency with MS Office and online learning platforms an asset. Language and cultural proficiency; additional languages beyond English are an asset.
