Associate Chief Accountant
Corporate Finance
Reporting to the Chief Accountant, the Associate Chief Accountant provides all Divisions with expertise in financial reporting requirements relating to accounting standards, auditing standards, and auditor oversight. The Associate Chief Accountant analyzes and resolves novel or controversial financial reporting issues relating to accounting and auditing standards that arise in files or applications reviewed by staff; updates Corporate Finance (CF) Division and other BCSC staff on developments in standards and auditor oversight issues; participates in the Canadian Securities Administrators (CSA) Chief Accountants Committee to develop amendments to securities legislation or staff guidance; liaises with professional accounting bodies, auditor oversight regulators and standard setters; and, communicates with issuers, their advisors, and the general public regarding financial reporting matters.
Key Responsibilities
Your key responsibilities include:
\xc2\xb7 Provide all Divisions of the Commission with expertise in financial reporting requirements relating to accounting standards, assurance standards, and auditor oversight.
\xc2\xb7 Monitor and research key accounting, financial reporting and auditing developments to consider their implications to the BC and Canadian capital markets and, if necessary, develop amendments to national instruments, staff notices, or other external BCSC or CSA communication.
\xc2\xb7 Work with other Corporate Finance staff to design and conduct targeted reviews of issuers\xe2\x80\x99 continuous disclosure, and recommend courses of action for non-compliance with requirements e.g. restatement of filings, placement on the Defaulting Issuers List or issuance of cease trade orders.
\xc2\xb7 Review applications for exemption from requirements in securities legislation relating to accounting and auditing, prepare for and lead discussion of novel applications at the CSA Chief Accountants Committee, and work with Legal Services staff to develop recommended responses and assist in drafting decision documents.
\xc2\xb7 Monitor and provide updates to Corporate Finance Division and other BCSC staff on developments in accounting standards, auditing standards, and auditor oversight issues.
\xc2\xb7 Communicate with issuers, their advisors, and the general public regarding financial reporting matters, which can include giving presentations and participating in speaking engagements.
\xc2\xb7 Represent the Commission or CSA staff on councils, committees, taskforces and working groups.
Qualifications
Your qualifications include:
\xc2\xb7 CPA designation.
\xc2\xb7 Several years\xe2\x80\x99 experience with a public accounting firm and post-designation experience in accounting, auditing and financial reporting for public companies.
\xc2\xb7 Advanced knowledge of IFRS Accounting Standards and Canadian auditing standards, including current developments in such standards.
\xc2\xb7 Strong planning, organizational, and analytical skills and excellent communication and presentation skills
\xc2\xb7 Experience in securities regulation is an asset.
