Reporting to the Provost and Vice-President Academic, the Assistant Vice-President, Human Resources / Labor Relations (AVP HR/LR) provides strategic leadership for all aspects of human resources at CUE. The AVP HR/LR plays a pivotal role in shaping an outstanding employee experience, fostering a culture of belonging, and advancing CUE's operational priorities through effective people strategies.


This senior leadership position requires a visionary and collaborative HR professional with demonstrated expertise in organizational development, labor and employee relations, talent management, workforce planning, and modernized HR systems.

Duties and Responsibilities



Develop and implement HR strategies, programs, and processes aligned with CUE's mission, values, and operational priorities. Serve as a trusted advisor to the Provost, Deans, and senior leadership on employee and employment matters, organizational culture, and workforce planning. Provide leadership in advancing CUE's operational priorities: + Develop sustainable processes to attract and retain high-quality faculty and staff through values-based recruitment, competitive total rewards, results-focused performance management, and CUE branding. + Foster a culture of belonging where employees feel valued, respected, and able to contribute fully.
+ Provide timely, responsive HR support that enhances the overall employee experience.
+ Modernize HR systems and processes for efficiency, clarity, and ease of use.
+ Align recognition and performance management with CUE's mission and vision.



Human Resources Management

Provide leadership, supervision, and direction to the Human Resources team, fostering a collaborative, service-oriented approach that supports institutional goals. Oversee all HR functions including recruitment and retention, labour and employee relations, compensation, benefits, performance management, workplace wellness, occupational health and safety (OHS), and HR policy development. Ensure compliance with relevant legislation, regulations, and the collective agreement. Oversee HR systems and payroll processes to ensure accuracy, efficiency, and data integrity.


Labor & Employee Relations

Participate in collective bargaining and manage employee relationships across all employment groups. Promote collaborative problem-solving and early conflict resolution. Ensure consistency, fairness, and transparency in all employment and labour relations practices.
Organizational Development & Culture

Lead initiatives to enhance employee engagement, professional development, and leadership capacity across CUE. Champion a culture of collegiality, trust, recognition, and continuous improvement. Support change management initiatives that strengthen institutional effectiveness and organizational resilience.

Knowledge, Skills, and Abilities




Strategic Leadership with a high level of personal integrity. Demonstrated expertise in labour and employee relations, collective bargaining, and employment law. Strong track record in organizational development, employee engagement, and HR modernization. Knowledge of occupational health and safety principles and related legislative requirements. Exceptional interpersonal, communication, and relationship-building skills. Proven ability to work collaboratively with diverse stakeholders and to exercise sound judgment, discretion, and integrity.

Education and Qualifications




A graduate degree in Human Resources, Business Administration or related field is required. + An equivalent combination of education and experience may be considered. CPHR designation (or eligibility) preferred. At least 10 years of progressively responsible experience in human resources leadership, preferably in a postsecondary, public sector, or unionized environment. Abilities to pass a clear criminal record check is required.

Working Conditions




Office environment: long periods of sitting and monitor usage. Long periods of traveling may be required. Attending events: long periods of standing and talking.





Anticipated start date: April 11, 2026
