We are seeking an experienced Assistant Program Manager to join our Operations team, in our Pickering region.
The Assistant Program Manager will share operational responsibility for our Pickering homes which operate 24/7 with a staff complement of approximately 100 full-time and part-time employees and 6 Supervisors. We are seeking candidates with demonstrated experience in healthcare operations or leadership in a related health services setting who have a strong understanding of scheduling, staffing, human resources, quality enhancement and risk mitigation. Applicants should be individuals who thrive working in a busy, deadline oriented and diverse environment and who have proven leadership skills and a commitment to teamwork. This position has shared responsibility for On-Call duties with a strong, cooperative management team.
This is a full-time, permanent position. Compensation includes health benefits, mileage and cell phone allowances and flexible vacation scheduling.

Reporting to the Executive Director or their designates, this role is responsible for:
Contributing to the overall management and supervision of Stewart Homes, including working closely with Program Managers and Supervisors, Maintenance and Finance Teams;
Assisting the Pickering area Program Managers in the management of Supervisors and staff in multiple locations in Pickering - particularly in the areas of staffing, scheduling and payroll;
Conducts quality assurance reviews and meetings, provides on-site direction and instruction to staff and Supervisors, prepares related reports;
Shared responsibility for 24/7on-call duties and responding to emergency situations, and representation of the Executive Director as required;
Monitoring and ensuring compliance with ethical, legal and professional standards including applicable employment standards, occupational health and safety regulations, the Child Youth and Family Services Act and Quality Assurance Measures (QAM)
Leadership Responsibilities
In collaboration with Program Manager - Operations, assists Supervisors in following human resources responsibilities including management of staff performance, payroll, scheduling and staff onboarding and training;
Assists the Program Manager - Operations in ensuring Supervisors understand and follow their operations responsibilities, including home inspections, drills and maintenance of homes, vehicles and equipment;
Audits and prepares records to support Program Managers for their routine meetings with Supervisory staff,
Ensures prompt and appropriate management response to incidents and complaints, coordinates and conducts investigations of incidents, accidents and complaints, prepares internal and external reports;
Lead staff meetings, training, and professional development initiatives as required;
Contribute to strategic planning, program development, and development of operational policies;
Fills in for Program Managers or Supervisors during absences or emergencies as required;
Human Resources Responsibilities
Prepares and approves Pickering area payroll and attendance records, ensuring accuracy, compliance and timeliness, for submission to payroll;
Under the Supervision of the Program Manager - Operations, conducts hiring activities including:
Posting job ads, reviewing resumes, screening, coordinating interviews, taking notes, reference checking, confirming of educational credentials, monitoring of staffing levels, etc;
Support Program Supervisors, Program Managers with preparation of program schedules and the management of employee attendance and scheduling issues within budgets; audits shifts and rotations for accuracy and compliance with employment standards and to ensure smooth program operations;
Audits employee files, records and documentation to ensure these properly collected and maintained (licenses, certifications, agreements, sign-offs, permissions, etc.) in compliance with relevant licensing and other legal and accreditation requirements and Stewart Homes policies.
Participates in Employee Management Committee and Joint Health and Safety Committee meetings including taking and posting of minutes;
Liaison with external trainers, vendors for staff certification and training;
Working collaboratively with the management team, supports the implementation of best practice and risk management initiatives related to staff
Drafts offer letters, employment contracts under the supervision of the Executive Director or their designate;
Prepares other letters for frontline staff, including confirmation of employment, immigration letters;
Organizes staff appreciation initiatives and events including contests, monthly recognitions, gifts, communications;
Operations - Maintenance Responsibilities
Conduct routine tours of homes, offices and vehicles with supervisors, maintenance staff or JHSC representatives as appropriate to monitor all aspects of staff and client safety, home and equipment maintenance, housekeeping and infection prevention and control;
Audits records to ensure drills, safety checks, maintenance and other records are complete. Prepares and circulates audit reports of records to Program Managers, Program Supervisors; observes drills to ensure meaningful safety drills and inspections are conducted and properly documented;
Assists Program Manager - Operations to ensure appropriate and timely maintenance requests are made, sign off completed maintenance items;
Back-up Liaison with local Fire Department to coordinate inspections and monitored drills and to ensure compliance with fire safety regulations;
Other Key Duties
Respond to, manage and report on on-call issues or emergencies, disruption of service.
Participates the management of emergency or disaster situations, to ensure continuous safe operations;
Correctly reports incidents and Serious Occurrences to proper authorities and to Stewart Homes' Directors.
Prepares and submits various reports including insurance claims, short- and long-term disability claims, necessary Ministry of Labour reports, Serious Occurrences;
Hiring Criteria
Stewart Homes prefers candidates who have supervisory or management experience working in a human services setting. Experience working in a 24/7 group care or similar setting with people who have developmental disabilities or who are medically complex or other vulnerable persons is an asset.
Three years' demonstrated knowledge and experience managing or supervising a team of more than 10 employees in a health services setting;
Demonstrated knowledge and experience managing the hiring and onboarding process, scheduling workers in a 24-7 setting, managing employee attendance, payroll and work performance;
Experience managing or supervising unregulated care providers (e.g. DSW, PSW) in a health services or similar setting is an asset;
Degree or diploma in a relevant field;
Five years working with people who have developmental disabilities, are medically complex or equivalent experience in a related health services setting an asset;
Organizational and time management skills coupled with strong interpersonal and teamwork skills;
Demonstrated ability to work independently and the ability to communicate effectively in English, both verbally and in writing;
Proficient in Microsoft Word and Excel;
Experience with partnerships and funders is considered and asset;
Knowledge of the resident population and sensitivity to issues and challenges. Awareness of visible and non-visible disabilities individuals are living with and an ability to provide effective service to these individuals;
Demonstrated ability to work positively and respectfully with people from diverse ethnic, cultural, religious and economic backgrounds;
Demonstrated knowledge of the community services available to support Stewart Homes clients and staff;
Demonstrated understanding of Ontario's Employment Standards Act, Occupational Health and Safety Act;
Knowledge of Child Youth and Family Services Act and Quality Assurance Measures and their regulations considered an asset;
Flexible and solution-oriented, with the ability to work dynamic hours, including on-call rotations;
Candidates with leadership experience in developmental or social services may be given preference.
