What you will do:





Reporting to the Deputy Fire Chief of Support Services and Prevention, this role provides strategic leadership and administrative management with a specialized focus on data-driven decision-making, performance measurement, and compliance with Ontario's fire service standards. The ADC's work will support service delivery in fire suppression, prevention, training, and community risk reduction.


Support the Fire Chief and Deputy Fire Chiefs in developing and implementing departmental strategies, policies, and procedures. Participate in the preparation of budgets and resource allocation. Assist with project-based work to support the Deputy Fire Chiefs. Ensure lifecycle management of capital assets, including forecasting, procurement, replacement schedules, and preventive maintenance. Assist with fire service procurement of equipment, vehicles, technology, and contracted services in compliance with municipal procurement policies. Lead municipal emergency management activities in accordance with the Emergency Management and Civil Protection Act. Develop and oversee data collection, analysis, and reporting systems to support Community Risk Assessments (CRA), operational response and the Fire Master Plan. Ensure compliance with OFM requirements for records management. Implement key performance indicators (KPIs) for emergency response, fire prevention, training, and public education. Use data analytics to inform resource allocation, staffing models, and apparatus deployment strategies. Oversee the Technical Maintenance and Mechanical Division (TMMD) in coordination with the Deputy Fire Chief of Operations, including ensuring legislative compliance. Oversee inventory systems for firefighting equipment, PPE, medical supplies, and consumables to ensure operational readiness. Coordinate fire services support for community events, festivals, and large gatherings in partnership with municipal departments and external agencies. Assess risk and resource requirements for events such as parades, concerts, sports, cultural festivals, and civic celebrations. Assist the Deputy Chief of Support Services and Prevention in recruitment and promotional processes. Act as the Duty Officer as part of the management team's rotation. Other duties as assigned

What you will bring:




5 years of progressively responsible experience in a Fire Service, Emergency Management or related field with preference given to those having at least 3 years in a leadership position. Preference will be given to applicants having a post-secondary degree/diploma in a relevant field such as business/public administration, Emergency Management or other related specialties; successful completion of the Company Officer Program is preferred NFPA 1021 Fire Officer (asset) Advanced knowledge of data analysis tools (e.g., Excel, Power BI, GIS, records management systems). Strong knowledge of: + Fire Protection and Prevention Act, 1997
+ Emergency Management and Civil Protection Act
+ Occupational Health & Safety Act (OHSA)
Demonstrated knowledge and understanding of Diversity, Equity, and Inclusion principles, and health and wellness as it relates to fire services Excellent interpersonal and communication skills, ability to provide effective leadership Ability to analyze, interpret and report research findings and recommendations Valid MTO Class G driver's license in good standing with driver's abstract acceptable to the City (maximum of 3 demerit points; maximum of 2 convictions within the previous 36 months; no driving related criminal code convictions within the previous 36 months; and no ignition interlock restrictions) is required to perform the job.
